ABSTRAK

Most e-government services in developing countries have failed to engage citizens. The gap between the requirements of Internet technology and the poor state of ICT deployment in developing countries is believed to be the barrier causing low e-government adoption. Delivering public services via SMS SMS-based e-government services can bridge this gap. This paper presents the reasons why SMS-based e-government services are a good strategy for reaching and engaging more citizens in using e-government services particularly in developing countries. It also presents currently available SMS-based e-government services as a Six-Level model. This paper also presents the 13 cognitive and affective factors which influence individuals to accept or reject e-government services. By way of conclusion we make a number of recommendations to governments to facilitate quick adoption of SMSbased e-government services.


ABSTRACT

La plupart des services cybergouvernementaux dans les pays en dveloppement n ont pas russi mobiliser la population. L cart entre ce qu exige la technologie dInternet et le pitre progrs des technologies de linformation dans ces pays serait la principale barrire l utilisation de ces services mais la prestation de services publics par message texte SMS pourrait pallier cet cart. Notre article explique pourquoi le recours ce canal constitue une bonne stratgie pour joindre les citoyens et les sensibiliser l utilisation des services publics lectroniques notamment dans les pays en dveloppement. Nous numrons les services gouvernementaux offerts par SMS l aide d un modle six niveaux et dcrivons galement treize facteurs cognitifs et affectifs qui influencent le citoyen dans sa dcision d accepter ou non les services. Nous terminons en proposant des recommandations aux gouvernements pour faciliter une adoption rapide des services gouvernementaux par message texte
