PERANCANGAN MANAJEMEN KETERSEDIAAN LAYANAN JARINGAN KOMPUTER PEMERINTAH KOTA MENGGUNAKAN FRAMEWORK ITIL

ABSTRAK

Saat ini kemajuan dalam penerapan teknologi informasi di lingkungan Pemerintah Kota Surabaya telah menuju ambang mission critical dimana hampir seluruh aspek kegiatan birokrasi administrasi serta layanan masyarakat menggunakan sistem informasi secara penuh atau dengan kata lain kegagalan perangkat atau koneksi jaringan berdampak pada terhentinya layanan. Salah satu aspek terpenting dalam penyediaan sistem informasi tersebut adalah ketersediaan layanan jaringan komputer. Melalui Dinas Komunikasi dan Informatika seluruh SKPD di lingkungan Pemerintah Kota Surabaya telah terhubung seluruhnya dengan jaringan komputer atau yang biasa disebut dengan MAN Metropolitan Area Network. Dengan kondisi geografis Kota Surabaya yang cukup luas serta terjadinya perubahan iklim secara ekstrim maka menimbulkan berbagai permasalahan pelik terutama pada lokasi jaringan yang menggunakan teknologi radiowireless. Masalah yang sering terjadi adalah downtime jaringan komputer yang ditimbulkan oleh berbagai faktor diantaranya cuaca pasokan daya listrik dan malware. Untuk mengatasi masalah tersebut dan sekaligus meningkatkan ketersediaan maka dalam penelitian ini digunakan manajemen ketersediaan dari ITIL. Dalam ITIL disediakan panduan terbaik bagaimana mengatur dan meningkatkan kinerja layanan. Proses yang dilakukan adalah reactive activities dan proactive activities. Dari rancangan sistem manajemen yang dibuat meskipun baru sebagian telah dilaksanakan namun hasilnya telah memberikan kontribusi pada ketersediaan yang cukup signifikan ditandai dengan meningkatnya prosentase ketersediaan jaringan selama semester pertama sebesar 7609 menjadi 9006 di semester kedua. Sedangkan untuk MTBF Mean Time Between Failure meningkat sebesar 8147 sebaliknya MTTR Mean Time To RepairRecovery mengalami penurunan sebesar 21.


ABSTRACT

Current advances in the application of information technology within the government of Surabaya has to mission critical threshold where almost all aspects of the bureaucracy administration and public service using information systems in full or in other words the failure of the device or network connections affect the service interruption. One of the most important aspects in the provision of the information system is a computer network service availability. Through the Office of Communications and Information technology the whole neighborhood SKPD department in Surabaya City Government has been connected entirely with computer networks or commonly called a MAN Metropolitan Area Network. With the geographical conditions of Surabaya is quite broad as well as the occurrence of extreme climate change will cause a variety of thorny issues especially on a network location that uses radiowireless technology. The problem that often happens is a computer network downtime caused by various factors such as weather electrical power supply and malware. To overcome these problems and simultaneously increase the availability we used the availability management process which part of ITILv3. ITIL provides an organization with best-practice guidance on how to manage and improve its process to deliver high quality. Weve done the process in reactive and proactive activities. From the design of management systems that are made though only partially been implemented but the results have contributed to the availability of a significant marked by the increasing percentage of network availability during the first half of 76.09 to 90.06 in the second half. As for the MTBF Mean Time Between Failure increased by 8147 whereas MTTR Mean Time To Repair Recovery decreased by 21.
