ABSTRAK

Perkembangan teknologi informasi yang pesat meliputi media sosial video streaming dan sejenisnya telah memicu penggunaan secara tajam konsumsi layanan data seiring kebutuhan penggunanya. Kenyataan ini berakibat peningkatan trafik penggunaan layanan data yang telah melebihi kapasitas jauh diluar perkiraan sebelumnya. Hal ini menimbulkan permasalahan yaitu penurunan nilai throughput terhadap pelanggan. Keterbatasan nilai throughput pada media teknologi komunikasi yang ada yaitu pada 3G memicu pemikiran untuk menggunakan alternatif kombinasi memanfaatkan teknologi yang sudah ada. Offloading data merupakan pemanfaatan media teknologi lain untuk membantu pelayanan permintaan lalu lintas data yang digunakan pelanggan. Pada tesis ini dibahas mengenai manajemen pengalokasian sumberdaya radio sistem offloading yang berorientasi pada pengguna. Strategi yang digunakan berbasis pada Game Theory dimana sebagai pemain adalah pengguna dan permainan akan berlangsung secara dinamis berdasarkan kondisi sistem dan aplikasi yang dijalankan pengguna. Strategi yang telah disusun kemudian didistribusikan dan memetakan perilaku secara rasional dengan menggunakan dua model Kesetimbangan Nash dan Respon Quantal. Strategi yang diusulkan selanjutnya dibandingkan dengan strategi berbasis SNR. Kinerja yang dievaluasi adalah pada nilai throughput dan inisialisasi handover dari aplikasi berdasar strategi yang digunakan. Sebagai hasilnya adalah sebuah kerangka kerja untuk manajemen distribusi terminal pada sistem 3G-WiFi. Hasil simulasi diperoleh throughput pelanggan ketika berada pada jaringan wifi lebih besar 27 kali dibandingkan ketika pengguna berada di jaringan 3G dengan asumsi kondisi ideal.


ABSTRACT

The rapid development of information technology including social media video streaming has sparked sharp usage consumption data services as the needs of its users. This fact resulted in an increase in traffic data service usage has exceeded far beyond the capacity of previous estimates. This raises the issue of customer service. Limitations of media communication technologies that exist right now to find a thought-provoking alternative utilizes a combination of existing technologies. Mobile data offloading is the use of other media technologies for delivring data traffic demand services that customers use on cellular networks. This paper discussed on the radio resource allocation management system offloading user-oriented . The strategy is used based on the Game Theory where the player is the user and the game will take place dynamically based on system conditions and user applications run. Strategy prepared and then distributed in a rational behavior mapped by using two models Nash Equilibrium and Quantal Response. The proposed strategy compared to the SNR-based strategy. Observed performance of the strategies is performed on the throughput and handover initialization of the application. As the result is a framework for the management of distribution terminals in 3G - WiFi system. The simulation results are obtained when the customer throughput at greater 27 times on wifi network than when users are on a 3G network assuming ideal condition.
