PENENTUAN STRATEGI MITIGASI PADA RISIKO RANTAI PASOK DENGAN MENGINTEGRASIKAN FMECA DAN SIMULASI SISTEM DINAMIK

ABSTRAK

Iklim kompetisi saat ini menuntut rantai pasok untuk tidak hanya mampu mengefisienkan sumber dayanya namun juga dapat mengelola risiko rantai pasoknya secara proaktif sebagai salah satu faktor penunjang keunggulan bersaing. Kegagalan dalam mengelola risiko rantai pasok secara efektif dapat menimbulkan kerugian yang besar bagi organisasi baik itu kerugian finansial kinerja fisik psikis sosial maupun waktu. Perencanaan dan evaluasi alternatif strategi mitigasi risiko merupakan tahapan yang kritis dalam pengelolaan risiko rantai pasok. Namun area penelitian ini belum memperoleh perhatian dari peneliti-peneliti terdahulu. Penelitian ini bertujuan untuk mengusulkan suatu alat bantu pengambilan keputusan mengenai penentuan strategi mitigasi dengan mengintegrasikan FMECA dan simulasi sistem dinamik. Model simulasi sistem dinamik mampu menghadirkan lingkungan artifisial dimana perilaku dinamis dari risiko dapat dikaji. Selain itu berbagai strategi mitigasi dan trade off-nya dapat diuji coba dalam model simulasi ini. Efektivitas instrumen usulan telah diujicoba menggunakan studi kasus pada PT Semen Indonesia Persero khususnya pada Departemen Distribusi dan Transportasi. Berdasarkan hasil penilaian dan evaluasi risiko terdapat 6 risiko rantai pasok yang termasuk dalam kategori risiko tinggi dimana 4 diantaranya merupakan risiko pada proses bisnis deliver. Dalam penelitian ini dikembangkan 2 skenario opsi mitigasi yaitu peningkatan kapasitas gudang distributor skenario 1 dan peningkatan frekuensi pengiriman semen curah ke packing plant Ciwandan skenario 2. Hasil simulasi menunjukkan bahwa skenario mitigasi terbaik ditunjukkan oleh skenario 1 ketika dilakukan peningkatan kapasitas gudang distributor menjadi 2.000.000 semen bag. Penelitian ini mampu membuktikan bahwa integrasi FMECA dan simulasi sistem dinamik dapat digunakan sebagai alat bantu pengambilan keputusan dalam menentukan opsi mitigasi risiko.


ABSTRACT

Current competition enforces supply chain not only to manage its resources efficiently but also to proactively manage its risks as one of the key factors in competitive advantage. Failure in managing supply chain risks effectively could result in huge losses for the organization such as financial performance physical psychological social andor time losses. Planning and evaluation process of risk mitigation strategies is a critical stage in supply chain risk management. However this research area has not gained adequate attention from researchers. The aim of this study is to propose a decision support tools for determining mitigation strategies by integrating FMECA and system dynamic simulation. System dynamic simulation is able to present an artificial environment in which the dynamic behaviour of risk can be examined. Furthermore various mitigation strategies and their trade off can be tested in this simulation model. The effectiveness of proposed instrument has been tested using a case at PT Semen Indonesia Persero particularly towards Distribution and Transportation Department. Based on risk assessment and evaluation there are 6 supply chain risks categorized as high risk in which 4 of them are come from risk in deliver process. This study has developed 2 scenarios of mitigation option namely improvement of distributor warehouse capacity first scenario and improvement of delivery frequency of bulk cement to Ciwandan packing plant second scenario. Simulation results indicate that the best mitigation scenario is demonstrated by the first scenario when the distributor warehouse capacity is assigned to 2.000.000 bag. This study is able to prove that the integration of FMECA and system dynamic simulation can be utilized as decision support tool in determining the risk mitigation options.
