ENVIRONMENTAL RISK ANALYSIS LAGUNA INDAH REAL ESTATE DEVELOPMENT

ABSTRAK

Pembangunan Kawasan Perumahan Laguna Indah dengan luas lahan 52680 hektar sesuai dengan Peraturan Pemerintah Nomor 51 Tahun 1993 telah dilengkapi dengan Dokumen Analisis Mengenai Dampak Lingkungan AMDAL. Pembangunan Kawasan Perumahan Laguna Indah meliputi pembangunan pemukiman perkantoran supermal ruko dan rumah sakit yang pelaksanaanya terdiri atas 3 tahap 1996 - 2006. Meskipun telah dilengkapi dengan dokumen AMDAL namun karena banyaknya kegiatan yang akan dilaksanakan dan jangka waktu pembangunan yang sangat panjang tidak tertutup kemungkinan AMDAL yang telah disusun tidak berjalan sesuai dengan rencana. Oleh karena itu maka perlu dilihat bagaimana pelaksanaan AMDAL Pembangunan Kawasan Laguna Indah dalam bentuk analisa risiko lingkimgan. Analisa risiko lingkungan disesuaikan dengan isu pokok AMDAL Kawasan Perumahan Laguna Indah dari segi teknis antara lain masalah banjir dan pola drainase meningkatnya beban lalu lintas pada jalur transportasi umum masalah ketersediaan sumber air bersih dan masalah kegiatan pengelolaan limbah padat dan cair. Analisa risiko lingkungan pada penelitian ini dilakukan dengarfmembandingkan rona lingkungan awal terhadap kondisi terkini yang sementara terjadi. Dari hasil identiflkasi risiko lingkungan melalui kuesioner wawancara dan observasi diketahui bahwa hingga kini risiko yang ditimbulkan pada radius 25 km dari kawasan perumahan adalah banjir dan kerusakan jalan. Dengan adanya risiko ini diperlukan solusi untuk mengatasinya dengan membangun sistem drainase baru dian menambah tebal lapisan perkerasan jalan. Akibat adanya risiko lingkungan yang terjadi menimbulkan biaya ganti lingkungan yang besaraya tergantung dari penilaian masing-masing individu. Biaya pencegahan lingkungan untuk mengatasi banjir dengan membangim sistem drainase baru sebesar Rp. 1.797.000.000- dan biaya pemeliharaannya Rp. 297.480.000- per tahun dan untuk mengatasi kerusakan jalan dengan menambah tebal lapis perkerasan diperlukan biaya Rp. 1.107.000.000- dan biaya pemeliharaan Rp. 55.350.000- per tahun.

Laguna Indah Real Estate Region development with area 52680 hectare appropriate Government Regulation Number 51 Year 1993 has been complete with Analisis Mengenai Dampak Lingkungan AMDAL document Laguna Indah Real Estate Region development include housing development office complex supermall house-store and hospital will be implementation in 3 stage 1996 - 2006. Although has been complete with AMDAL document however very much activity will be impelementation in so long time not closed probability AMDAL has been composed not take a stroll like planning. Because of that necessary observe how AMDAL Laguna Indah Real Estate Region Development implementation in shape environmental risk analysis. Environmental risk analysis to be appropriate with basic issue AMDAL . Laguna Indah Real Estate Region Development from technical aspect among others flood and drainage system problem increase traffic load in public transportation lane availability source of water clean problem and processing solid and liquid waste activity problem. Environmental risk analysis in this research doing with compare environmental baseline and environmental condition now. From environmental risk identification with questionnair interview and observation until now environmental risk happened in radius 25 km from real estate region is a flood and road damage. The solution for contend this risk is development a new drainage system and road overlay. Consequence environmental risk happened to make environmental cost Environmental cost substitute dependence from appraisal each individual. Environmental cost prevention for fiood with development new drainage system Rp. 1.797.000.000- and maintenance cost Rp. 297.480.000- per year. Environmental cost prevention for road damage with road overlay constuction Rp. 1.107.000.000- and maintenance cost Rp. 55.350.000- per year.
