Sistem ketenagalistrikan Jawa - Madura - Bali (JAMALI) adalah suatu jaringan sistem tenaga listrik yang terhubung satu dengan yang lain melalui transmisi 500 KV dan 150 KV. Realisasi pembebanan sistem JAMALI dari tahun 1999 sampai dengan tahun 2003 mengalami kenaikan, rata-rata 5,54 % per tahun. Seiring dengan kenaikan beban, maka kapasitas instalasi ketenagalistrikan yang terpasang dalam kurun waktu tertentu akan tidak mencukupi, sehingga perlu dibangun instalasi baru. Dalam merencanakan pembangunan instalasi ketenagalistrikan yang baru perlu memperbitungkan besar uang yang diinvestasi serta biaya operasi yang rendah. Salah satu metode perencanan pembangunan instalasi ketenagalistrikan yang memperhitungkan biaya investasi dan operasi adalah Southern African Power Pool (SAPP). Model SAPP ini menggunakan metoda mixed integer programming, dan merupakan metode optimasi yang digunakan untuk merencanaan instalasi tenaga listrik untuk jangka panjang, dengan meminimasi biaya pembangkitan dan transmisi tenaga listrik. kurun waktu perencanaan pembangunan instalasi ketenagalistrikan 5 tahunan yang teVdiri periode 5 tahun pertama mulai 2004 - 2008 dan periode 5 tahun kedua mulai 2009 - 2013. Data yang digunakan adalah hasil evaluasi PLN dari tahun 1999 sampai dengan 2003 sistem JAMALI. Selanjutnya model dan data yang ada dijalankan dengan program komputer GAMS. Keluaran (output) program GAMS menunjukkan bahwa kebutuhan daya JAMALI periode 5 tahun pertama sebesar 18.633 MW dan periode 5 tahun kedua sebesar 25.060 MW. Kapasitas akhir pembangkit atau setelah periode 5 tahun kedua untuk Jabar a^alah sebesar 17.093,22 MW, Jateng sebesar 4.684,39 MW, Jatim sebesar 7.185,19 MW dan Bali sebesar 335 MW. Hasil perencanaannya menunjukkan bahwa tidak ada instalasi penyaluran yang dibangun, biaya pengembangan pembangkit baru sebesar Rp 67,551 T, dan biaya operasi pembangkit sebesar Rp 37,821 T.

Jawa - Madura - Bali (JAMALI) electric power system is an electric power network interconnected through 500 kV and 150 kV transmission line. The realization of JAMALI load system from the year 1999 to 2003 increased, average 5,54 % per year. Together with load increase, so the electric power plan capacity installed in the certain time span will be overload, so it's necessary to build a new installation. In planning a new electric power plant construction needs to count how much money invested and operating cost. One of the electric power plant contruction planning methods which calculated the investment and operating cost is Southern African Power Pool (SAPP). This SAPP model uses the mbced integer programming method, and the form of optimism method used to plan a long term electric power installation by minimizing the generation and electric power transmissiori cost. In the five year electric power plant construction planning consist of the first 5 year period from 2004 to 2008 and the second 5 year period from 2009 to 2013. The used data is the PLN evaluation result from the year 1999 to JAMALI system in the year 2003. Futhermore, the model and data operated with software GAMS. The output of GAMS program shows that the demand of JAMALI power in the first 5 year is 18,633 MW and the second 5 year is 25.060 MW, the last generating capacity or after second 5 year period is West Jawa 17.093,22 MW, Central Jawa 4.684,39 MW, East Jawa 7.185,19 MW, and Bali 335 MW. There is no transmission installation built, the new power plant construction cost is Rp 67.551 T, the cost of generating operation is Rp 37.821 T.
