ABSTRAK

Pencemaran air laut akibat tumpahan minyak sering terjadi karena adanya kecelakaan kapal tanker yang kandas dan tabrakan. Untuk memperkecil kemungkinan terjadinya polusi laut ini telah diberlakukan peraturan yang semakin ketat yaitu Oil Pollution Act of 1990 OPA90 yang mensyaratkan konstruksi kulit ganda double hull bagi semua kapal tanker berukuran lebih dari 5000 gross ton yang memasuki perairan Amerika Serikat. Disamping itu International Maritime Organization IMO juga mensyaratkan hal yang sama walaupun rhasih mengijinkan alternatif penerapan desain kapal tanker lain yang sepadan dengan double hull. Penulisan ini membahas peraturan OPA90 dan MARPOL 13 F G dan menganalisis secara teknis dan ekonomis desain kapal tanker double hull dan alternatif desain dengan menggunakan metode Proses Hirarki Analitik Analytical Hierarchy Prosess. Model yang dikembangkan terdiri 4 empat tingkathirarki 1 sasaran Pemilihan desain kapal tanker 2 kriteria stabilitas keselamatan pelayaran konstruksi maintenance inspeksi dan biaya 3 sub kriteria groundings collision wing tankdouble sidedouble bottomCOTside hullpotensial explosion 4 alternatif double hull dan mid deck design. Hasil perhitungan dengan Expert Choice Version 90 yang merupakan software pendukung keputusan untuk proses hirarki analitik diperoleh bahwa dengan kriteria stabilitas memberikan bobot 7.6 keselamatan pelayaran 40.9 konstruksi 22 Maintenance dan inspeksi 7.6 biaya 22 diperoleh hasil alternatif 1 double hull memberikan bobot 43.6 dan alternatif 2 mid deck design memberikan bobot 56.4 . Secara keseluruhan overall inconsistency index sebesar 00 dengan demikian desain kapal tanker alternatif mid deck memenuhi persyaratan konsistensi Saaty dan dapat dijadikan alternatif yang menjajikan.


ABSTRACT

Marine pollution due to oil spillage mostly are caused by the grounding and the collision of Tank vessels. In attempting to minimize the possibility of marine pollution occurrence Oil Pollution Act of 1990 OPA90 requiring for double hull construction is mandatory for those of 5000 DWT and above that enter the USA territory. Furthermore The International Maritime Organization IMO also requires for the similar requirements besides the permission for the application of alternative design that equal to double hull. This research is learning about OPA90 and MARPOL 13f G regulations. It also technically and economically analyze the design of double hull tanker as well as those alternative designs by using analytical Hierarchy Process. The development model consists of 4 hierarchies i.e. 1 goal the selection of tank vessel design 2 Criteria stability safety at sea construction maintenanceinspection and costs 3 sub-criteria grounding collision wing tankdouble side double bottom COT side hull potential explosion 4 Alternative double hull and mid deck design. The criteria values resulting from calculation done by using Expert Choice version 9.0 a decision support software for Analytical Hierarchy Process can be summarized as follows stability 7.6 safety at sea 40.9 construction 22 maintenance and inspection 7.6 finance 22. Regarding those above criteria the chosen design for tank vessel can be addressed to mid deck design alternative 2 with the value of 54.6 instead of those for double hull alternative 1 that is 43.6. Its overall consistency index of 0.0 therefore according to Saatys requirement the mid deck design could be the most a promising alternative.
