ABSTRAK

PDAM Kota Surabaya bertanggung jawab dalam menangani dan mengatur serta meningkatkan pelayanan umum dalam pengadaan air bersih. Pertumbuhan penduduk dan perkembangannya kantong-kantong industri dan usaha semakin memacu meningkatnya kebutuhan air bersih. Jumlah penduduk Kota Surabaya kurang lebih tiga juta jiwa dengan jumlah rata-rata pemakaian air 180 literjiwahari sedangkan dari total jumlah penduduk tersebut diperkirakan 70 yang memperoleh air bersih. Hal ini disebabkan karena masih belum terjangkaunya jaringan pipa distribusi PDAM keseluruh daerah. Untuk mengatasi permasalahan ini PDAM telah berupaya melakukan penyuplaian air bersih dengan menggunakan truk-truk tangki air ke lokasi-lokasi tersebut. Karena keterbatasan sumber daya yang dimiliki PDAM baik jumlah truk tangki yang ada jumlah center maupun besarnya jumlah permintaan pengiriman sehingga menyebabkan banyaknya permintaan yang belum terpenuhi. Berdasarkan permasalahan tersebut diatas telah melatarbelakangi untuk dilakukan penelitian bagaimana pengaturan penjadwalan pengiriman penggunaan jenis truk lokasi destination mana saja yang harus disuplai dari suatu center dan berapa rit per hari yang harus dikirim bahkan kemungkinan untuk mendirikan lokasi center yang baru. Obyek pengamatan adalah kondisi di lapangan dari sistem pendistribusian air bersih dengan truk tangki di PDAM Kota Surabaya sebagai sampel penelitian sedangkan analisa datanya dilakukan dengan menggunakan Metode Integer Linier Programming Campuran. Hasil penelitian yang dapat dirumuskan adalah perlunya dibarigun center baru di lokasi Putat Gede dan Kerembangan. Jenis kendaraan tangki yang digunakan untuk setiap pengiriman adalah yang berkapasitas 7 m3. Alokasi pasokan dari masing-masing center ke setiap destination adalah Center Ngagel memasok Semampir 3 rit perhari dan Gn. Anyar 4 rit per hari. Center Putat Gede memasok Buntaran 4 rit perhari Lontar 3 rit perhari dan Klakah 9 rit perhari. Center Kerembangan memasok Greges 7 rit perhari dan Kyai Tambak Deres 5 rit perhari.


ABSTRACT

The Surabaya Water Supply Enterprise PDAM Surabaya City is responsible for maintaining clean water supply and for improving its service to the public. Surabaya has a population of approximately 3 millions and since many areas have not reticulated distribution pipes only about 70 of the population has access to piped water. To serve a community has not accessed to pipe water PDAM Surabaya has supplied bulk clean water by truck. Due to limited resources such as number of trucks and bulk clean water storage center the bulk clean water supply does not meet the demand. The problem mentioned above is the background for caiTying out an optimization study. some aspects such as scheduling of a delivery choosing the right type of truck determining of destination points have to be served from a certain center delevery rit per day and even the possibility to build a new center to cover all areas are investigated during this study. To obtain research variables to be analyzed fUrther on the delivery system of bulk clean water by truck in PDAM Surabaya is chosen as research samples and the data analysis is done using Mixed Integer Programming Method. From this study also find that the optimum capacity the truck is 7 m . From this study can be formulated the need to build new centers i.e. Center Ngagel for supplying Semampir 3 tripsday and Gunung Anyar 4 tripsday. Center Putat Gede for supplying Buntaran 4 tripsday Lontar 3 tripsday and Klakah 9 tripsday. Center Kerembangan for supplying Greges 7 tripsday and Kyai Tambak Deres 5 tripsday.
