THE PLANNING OF PERFORMANCE MEASUREMENTS ORGANIZATION SYSTEM BY INTEGRATED PERFORMANCE MEASUREMENT SYSTEMS Case Study The Development Planning Province Department In East Java

ABSTRAK

Penyelenggaraan Good Governance merupakan prasyarat bagt setiap pemerintahan sehingga diperlukan pengembangan dan penerapan sistem pertanggungjawaban yang tepat jelas dan nyata. Untuk menjawab hal itu diperlukan adanya Sistem Pengukuran Performansi Organisasi Pemerintahan yang berusaha mengidentifikasikan indikator-indikator performansi dari organisasi pemerintahan tersebut. Pada penelitian ini digunakan metode Integrated Performance Measurements Systems IPMS untuk mengukur performansi Badan Perencanaan Pembangunan Propinsi Jawa Timur. Metode IPMS mengukur performansi organisasi dengan menarik Key Performance Indicator KPI dari Stakeholder Requirements dengan melalui 4 tahapan yakni Identifikasi Stakeholder Requirement Analisis External Monitor Penetapan Objectives serta mengidentifikasi Key Performance Indicator KPI. Dari hasil perancangan sistem pengukuran performansi organisasi di Badan Perencanaan Pembangunan Propinsi Jawa Timur dapat diidentifikasi 39 indikator performansi KPI yang dikelompokkan kedalam 5 kriteria kinerja Badan Perencanaan Pembangunan Propinsi Jawa Timur yakni Input Proses Perencanaan Pembangunan Program Pembangunan Pengendalian dan Evaluasi serta Sistem Manajemen. Sedangkan hasil dari implementasi perancangan sistem pengukuran perfonnansi pada salah satu pilot project di Badan Perencanaan Pembangunan Propinsi Jawa Timur untuk kriteria Pengendalian dan Evaluasi pencapaian performansi terhadap target sebesar 9885 sehingga dapat dikatakan performansinya Sangat Baik sedangkan untuk kriteria Sistem Manajemen sebesar 91 dimana hal ini menunjukkan bahwa kriteria Sistem Manajemen performansinya Baik. Dengan adanya sistem pengukuran performansi ini akan dapat memahami tujuan yang ingin dicapai organisasi berdasarkan stakeholder requirement ukuran-ukuran performansi yang menggambarkan pencapaian tujuan organisasi target yang ditetapkan berdasarkan kemampuan organisasi sebelumnya serta keinginan organisasi untuk peningkatan performansi dimasa yang akan datang.


ABSTRACT

The realization of Good Governance forms the conditions of every government so mat the development and application system of right clear and concreate responsibility are needed. Answering this matter it also needed the Performance Measurement Systems in Governments Organization which tries to identify indicators of performance from this Governments Organization. In this research Integrated Performance Measurement Systems IPMS method is used to measure performance of Bappeprop Jawa Timur. IPMS Method measures performance of organization by using 4 steps of Key Performance Indicators KPI from Stakeholder Requirements. These 4 steps are Stakeholder Requirement Identification Analysis of External Monitor Objectives Setting and Key Performance Indicator KPI Identification. Performance measurements systems of Bappeprop Jawa Timur result 39 indicators performance which grouped in five performance criteries are intput development planning process development program evaluation and controlling and manajemen system. The implementation of plannings measurement performance system as one of project pilot in Bappeprop Jawa Timur for Evaluation and Controlling criteria results 9885 target which means Very Good. Where as 91 of the Management System criteria shows that performance Management System is Good. By using this Measurement Performance System it will be understand what the target of organization is based on stakeholder requirements the measures of performance which describe the target of organization the target which is determined based on the capability of organization before and the wishes of organization to develop performance in the future.
