The Plan of Transportation Facilities Development in Pacitan Regency

ABSTRAK

Sejak diberlakukannya Undang Undang Republik Indonesia Nomor 22 Tahun 1999 sistem pemerintahan di Indonesia mengalamai restrukturisasi yang cukup strategis dimana system pemerintahan yang terpusat diarahkan kepada penyelenggaraan otonomi daerah dengan memberi kewenangan yang luas nyata dan bertanggung jawab kepada daerah secara proporsional. Kemampuan pemerintah daerah untuk membiayai sendiri anggaran pengeluaran rutin dan pembangunan merupakan salah satu tolok ukur dalam menilai kualitas otonomi di suatu daerah. Dengan kata lain semakin besar kontribusi pendapatan asli daerah terhadap anggaran belanja daerahnya maka kualitas otonomi di suatu daerah akan semakin tinggi. Demikian sebaliknya semakin besar subsidi pemerintah pusat terhadap anggaran belanja daerah maka akan mengakibatkan semakin meningkatnya ketergantungan pemerintah daerah terhadap pusat yang pada akhirnya akan memperlemah eksistensi otonomi daerah. Implementasi Undang-Undang No. 25 Tahun 1999 tentang perimbangan keuangan daerah tidak dapat diharapkan terlampau tinggi untuk meningkatkan penerimaan keuangan daerah khususnya bagi daerah-daerah Kabupaten Kota yang tidak memiliki sumberdaya alam yang dapat diandalkan sehingga pada tahap ini pamerintah daerah dituntut kejeliannya didalam perencanaan pembangunan yang berorientasi kepada upaya bagaimana meningkatkan kemampuan pendapatan asli daerahnya. Kabupaten Pacitan dengan potensi sumberdaya alam berupa 33 jenis bahan tambang serta potensi wisata alam yang sangat menjanjikan diharapkan kedua sektor ini mampu memberikan kontribusinya kepada pendapatan asli daerah sehingga pemerintah daerah mampu untuk membiayai anggaran beianjanva hambatan yang dihadapi dalam memberdayakan kedua sektor tersebut agar mampu menarik investor di sektor pertambangan serta meningkatkan kunjungan wisata ke Kabupaten Pacitan salah satunya adalah belum tersedianya prasarana transportasi yang layak sehingga melancarkan arus manusia dan barang ke dan dari Pacitan. Dengan tersedianya prasarana transportasi yang layak mampu menekan delivary cost sehingga dapat memperkecil biaya produksi suatu usaha. Jenis prasarana transportasi yang paling memungkinkan untuk kondisi alam Pacitan yang mempunyai wilayah laut serta kondisi daratan yang bergunung-gunung adalah berupa Jalan Darat Pelabuhan Laut dan Pelabuhan Udara. Dalam penelitian ini peneliti mempergunakan metode AHP Analytical Werarchi Process untuk menentukan ketiga alternatif pembangunan prasarana transportasi di Kabupaten Pacitan dengan mempertimbangkan faktor biaya dan manfaat. Responden yang diambil adalah dari unsur pemerintah sebagai penentu kebijakan masyarakat sebagai pengguna tetap serta wisatawan sebagai pengguna sementara. Setelah dilakukan analisa terhadap hasil pembobotan alternatif oleh para responden maka prioritas yang terpenting adalah pembangunan prasarana transportasi Jalan Darat dengan bobot 0.641 prioritas kedua Pelabuhan Laut 0.217 kemudian Pelabuhan Udara dengan bobot 0.142.


ABSTRACT

Since the Indonesia Republics operated the Constitution No. 22 1999 about District Authority in Indonesia government system has been through a sufficient strategic of restructurization whereas the government system which has centered could be directed to organize the district autonomy by giving wide authority concrete and proportionally responsible to the district. One of the proper rules to estimate me quality of district autonomy is die ability of the district government itself to pay the routine budget expenses. With other word die bigger contribution of original income in die district will increase quality of the district autonomy against charges budget itself. On the contrary the bigger subsidies from center government against charges budget in die district may cause the dependent district government for center government will increase. As a result me existence of district autonomy becomes weak. The district financial balance is the implementation of the constitution No.25 1999 and it is hopeless to increase die district financial income in particular for regency which does not have natural resources on it. So that in this step the punctuality of the district government is really needed for the developing program based on orientation against how to increase the ability of district original income. Pacitan Regency with the potential natural resources there are 33 kinds of mine material and guarantee natural tourism. Hopefully both of these sectors could give the contribution to district original income so the district government could pay their charges budget. To attract the investor in mine sector and to increase the tourism visitor in tabulate Pacitan the district government found many obstacles. One of them is unproved transportation facility to escort the people and material from and to Pacitan. Providing transportation facilities could pressure delivery cost so the production cost will decrease. The most suitable facilities for Pacitan which has ocean territorial and mountainous land condition are by land transportation sea transportation and airport. In this observation the observer is using the AHP method Analytical Hierarchy Process to decide that kind of transportation facilities alternatives development in Pacitan regency and considering the cost factor and the advantages. The respondent has been taken by the observer from the government sources as statesmanship the society as fixed user and the tourist as the temporally user of these kind of transportations. After the respondent do several analyses to the alternative scoring result the first priority is land transportation facilities development 0.641 second priority is sea transportation 0217 and the last priority is airport 0142.
