ABSTRAK

Perkembangan Pariwisata mengakibatkan pertumbuhan ekonomi yang semakin pesat serta diiringi oleh semakin banyaknya minat masyarakat untuk melakukan rekreasi baik ke obyek wisata pantaialam maupon ke obyek wisata peninggalan purbakalabersejarah di Kabupaten Klungkung dan kawasan ini merupakan salah satu obyek wisata yang sangat potensial untuk dikembangkan Berdasarkan Keputusan Bupati Klungkung No. 233 Tahun 2002 tentang penetapan obyek dan daya tank wisata pemerintah Kabupaten ingin meningkatkan keberadaan obyek wisata dengan membangun tempat rekreasi dan sarana-prasarananya yang memadai yaitu tempat rekreasi antara Pantai Tegal Besar hingga Pantai Watu Klotok. Namun sebelum pelaksanaan perlu dilakukan pengkajian mengenai kelayakan terhadap pembangunan penataan tempat rekreasi tersebut ditinjau dari aspek pasar teknis dan aspek fin ami al. Dari Aspek Pasar tempat rekreasi yang akan diusulkan dianalisa berdasarkan tingkat kunjungan dengan mempertimbangkan dikawasan ini hanya ada satu obyek wisata. Penetapan harga sewa tempat usaha dan retribusi juga dipertimbangkan yang diperhitungkan mendekatiminimal sama dengan obyek wisata di sekitarnya dan memperhatikan potensi ekonomi masyarakat setempat. Dari Aspek Teknis ditinjau tentang fasilitas tempat rekreasi yang akan dibangun penetapan lokasi proyek analisa prasarana dasar dan utilitas spesifikasi teknis dan rencana struktur organisasi pengelolaannya. Dari Aspek finansial diperhitungkan besamya investasi ditetapkan asumsi prakiraan pendapatan dan pengeluaran analisa kelayakan investasi dan analisa sensitivitas yaitu menyusun alternatif-altematif pendanaan dan pendapatan agar investasi di kawasan ini menjadi layak. Setelah dilakukan pengkajian fasilitas umum dan sarana prasarana tempat rekreasi yang paling berpeluang dibangun adalah penataan lahan tempat parkir pertamanan dan sarana tempat usaha. Diperhitungkan pendapatan retribusi dan sewa ruang ruang 100m2 atau harga sewa lahan sebesar Rp. 165.00000 per hari. Penilaian kelayakan investasi dengan persyaratan dan tingkat bunga 18 menunjukkan bahwa investasi ini tidak layak dengan nilai NPV - Rp. 22.2125 juta dan IRR 238 . Pembangunan tempat rekreasi layak bila menggunakan 100 dana pinjaman dengan tingkat bunga 6 per tahun dan asumsi harga sewa lahan pada tahun awal beroperasi tahun 2007 sebesar Rp. 165.000-per hari. Apabila pembangunan menggunakan 100 dana pinjaman dan tingkat bunga 18 per tahun maka asumsi harga sewa lahan pada tahun awal beroperasi hams ditetapkan minimal sebesar Rp. 412.500- per hari agar investasi tersebut layak.


ABSTRACT

The tourism development causes economic growth is growing rapidly and its followed by societys interest to tour either to the beach land tourism object or archaeological heritage tourism object in Klungkung regency and this location is one of potential tourism object to be developed. Base on decree of Klungkung regent no. 233 in the year 2002 about object determining and a tour attraction regency government wants to increase the existence of a tour object by developing recreation place and a good infrastructure namely recreation place from Tegal Besar beach to Watu Klotok beach. However before implementation it is necessary to do research about feasibility to the development - arrangement of this recreation place observed from Market Technical and Financial aspect. From Market Aspect recreation place mat will be proposed is analysed in accordance with visit level and considers that in this region mere is one tourism object only. Price assessment of the business location rental and tax are also considered estimated closedminimal same with tourism object surrounding this area and takes note the potential of local society economic. From Technical Aspect observes the recreation place facilities that will be built decision of project location. Base Infrastructure analysis and utility technical specification and the plan of organizational chart. From Financial Aspect considers the investment volume decides income and outcome estimate the investment feasibility and sensitivity analysis namely managing funds and income alternatives so that the investment in this area becomes proper. After being researched public facilities and infrastructure of recreation place which most has opportunity to be developed parking area arrangement horticulture and business location. It is predicted that income from tax and room rental room 100 m2 or rental price of land is Rp. 165.00000 per day appraisal of investment feasibility with the condition and interest rate 18 show that this investment Is not suitable with NPV - Rp.22.2125 million and IRR 238 . Development of recreation place is suitable if use 100 funds loan interest rate 6 per year with assumption rental price of land in the beginning operational year in the year 2007 is Rp. 165.00000 per day. If development uses 100 funds loan and interest rate 18 per year so the rental price of land assumption at the beginning operational year must be decided minimal Rp. 412.50000 per day so that the investment is proper.
