Description:

Perencanaan struktur perekonomian suatu daerah harus memperhatikan potensi ekonomi dan karakteristik daerah setempat. Karenanya penelitian ini mengusulkan penggunaan input output dan goal programming. Model input output digunakan untuk melihat hubungan antar sektor perekonomian sedangkan goal programming untuk mengoptimalkan hasil dari sektor perekonomian. Dari hasil pengolahan data dan penyelesaian yang diusulkan, didapatkan hasil sebagai berikut: bobot tiap-tiap sub wilayah pembangunan ditentukan dengan ketersediaan prasarana seperti: air, listrik, prasarana umum, bahan baku, tenaga kerja dan perluasan usaha. Bobot tiap-tiap sub wilayah pembangunan : Pati = 0.336, Tayu = 0.205, Juana = 0.336, Kayen = 0.061, Pucakwangi = 0.061. Sedangkan bobot objektif criteria : nilai tambah = 0.171, nilai ekspor = 0.301, tenaga kerja = 0.410, nilai investasi = 0.118. Ada 7 sektor usaha potensial yang akan dikembangkan yaitu : sektor padi, sektor tanaman bahan makanan lain dengan lokasi pengembangan Kayen, sektor tanaman pertanian lain dengan lokasi Tayu, sektor perikanan, sektor industri makanan, minuman dan tembakau dengan lokasi Juana, sektor restoran dan hotel, sektor lembaga keuangan, real estate dan jasa perusahaan dengan lokasi Pati. Dari 4 objektif criteria yang ingin dicapai hanya objektif criteria nilai investasi yang tidak terpenuhi, sedangkan 3 objektif criteria lainnya terpenuhi.

In order to develop the economic regional, we have to considers their economic potentials and advantages obtained from its environment. Due to respect to this facts, this research proposes utilization the input output and goal programming model. The input output model is applied to link economics sectors, the goal programming model is utilized for optimalization. Based on result of processing data and solutions meanwhile , the study to available concludes that the weights of each development sub region is dependence infrastructures ; such as: water, electricity, public infrastructures, basic material, man power and work expansion. The weights resulted of each development sub region as follows : The first development sub region (Pati) is 0.336, the second (Tayu) is 0.205, the third is (Juana) 0.336, the fourth and the fifth (Kayen and Pucakwangi) is 0.061. While the criteria objectives weights such: added value is 0.171, export value is 0.301, manpower value is 0.401, investment value is 0.118. There are seven potential sectors of economic activity that will be developed namely: rice plant, food material plant with the fourth development sub region (Kayen) as the location, farming plant with the second development sub region (Tayu) as the location. Fishery, food, beverage and tobacco industry with the third development sub region (Juana) as the location, restaurant and hotels, financial institutions, real estate and company service with the first development sub region (Pati) as the location. Given the 4 objectives predetermined to set, it is only the investment value's objective that can not achieved, near while the others objectives are fully achieved.
