THE INFLUENCE OF TOHPATI-KUSAMBA ROAD DEVELOPMENT TO THE EXISTING ROAD

ABSTRAK

Pembangunan jalan baru Tohpati-Kusamba bertujuan sebagai salah satu alternatif mengatasi kemacetan lalu lintas pada jalan existing Simp. Tohpati-Gianyar-Klungkung-Kusamba. Selama ini studi-studi hanya melihat kelayakan jalan baru untuk itu perlu ditinjau pengaruh pembangunan jalan baru terhadap jalan existing. Studi ini akan menganalisa pengaruh pembangunan jalan baru terhadap jalan existing. Analisis lalu lintas yang dilaksanakan dipergunakan untuk mendapatkan hasil aspek ekonomi. Komponen biaya terdiri dari biaya peningkatan jalan biaya pemeliharaan rutin dan biaya pemeliharaan berkala. Komponen manfaat terdiri dari penghematan biaya operasi kendaraan BOK penghematan nilai waktu dan penghematan biaya penanganan jalan. Hasil studi menunjukan pengaruh yang signifikan terhadap jalan existing seperti peningkatan kecepatan kendaraan yang bervariasi antara 137 kmjam sampai dengan 3254 kmjam peningkatan umur rencana semula 10 tahun meningkat bervariasi menjadi 11 tahun sampai dengan 38 tahun. Jalan existing pada ruas jalan Tegaltamu-Sakah mengalami kejenuhan pada tahun 2020 sedangkan apabila tidak dibangun Jalan Tohpati-Kusamba jalan existing sudah mengalami kejenuhan pada tahun 2003. Dari aspek ekonomi juga menunjukan hasil yang menguntungkan selama Tahun 2001 sampai dengan Tahun 2021 sebagai berikut penghematan Biaya Operasi Kendaraan BOK sebesar RP. 127.828.039.51700 penghematan Nilai Waktu sebesar RP. 166.361.821.67600 dan penghematan biaya penanganan jalan existing sebesar Rp. 127.478.746.41517.


ABSTRACT

The purpose of new road Tohpati-Kusamba development is as an alternative to overcome the traffic jam on the existing road Simp. Tohpati-Gianyar-Klungkung-Kusamba. The complete feasibility study has been done only for the new road it is important to analysis the influence of the new road to the existing road. The study is conducted to analyze the influence of new road development to the existing road. Traffic engineering analysis is applied to obtain economical aspect result. Financial or cost components consist of road betterment cost routine maintenance cost and periodical maintenance cost. Benefit components consist of the decreasing of vehicle operating cost time value and road handling service cost. The results of this study show a significant influence to the existing road such as the increasing of vehicle speed varies from 137 kph to 3254 kph it also follows by the increasing of design life time from 10 years to 11 years up to 38 years. Saturated flow on the existing road will occur in the year of 2020 on joint Tegaltamu-Sakah only if the new road is built otherwise it will be saturated in the year of 2003. From the economic aspect also show the advantages during the year 2001 to the year 2021 as follows economizing on Vehicle Operating Cost of Rp. 127.828.039.51700 economizing on Time Value of Rp. 166.361.821.67600 and economizing on handling cost of existing road of Rp. 127.478.746.41517
