ABSTRAK

Daerah diberi kewenangan untuk mengatur dan mengurus kepentingannya sendiri didalam mengelola potensi dan sumber daya sehubungan dengan adanya otonomi daerah. Dalam melaksanakan pemeliharaan rutin jalan nasional Propinsi Kalimantan Selatan harus memiliki pola yang tepat dan disesuaikan dengan potensi serta sumber daya yang dimiliki daerah. Dalam penelitian ini dilakukan pengkajian terhadap sistem penanganan pekerjaan pemeliharaan rutin jalan nasional di Propinsi Kalimantan Selatan. Apakah pola penanganan dengan sistem yang sekarang sudah merupakan pola penanganan yang tepat serta pola penanganan mana yang lebih efisien antara sistem swakelola dibandingkan dengan sistem kontrak. Pengkajian tersebut dilakukan dengan menggunakan metode SWOT untuk analisa kualitatif sedangkan untuk analisa kuantitatimya digunakan metode AHP. Dengan memperhatikan kekuatan strength kelemahan weakness peluang opportunity serta ancaman threats pada masing-masing analisis matrik SWOT yang didasarkan sumber daya manusia peralatan dana material yang terdapat di Propinsi Kalimantan Selatan pola penanganan yang terpilih untuk melaksanakan pemeliharaan rutin jalan nasional di Propinsi Kalimantan Selatan dengan sistem swakelola untuk penanganan jalan yang membutuhkan populasi alat yang tidak banyak atau kerusakan ringan untuk ruas jalan yang membutuhkan penanganan dengan populasi alat banyak dan kualitas baik dikerjakan dengan sistem kontrak. Berdasarkan analisa metode AHP diperoleh hasil pembobotan kriteria sebagai berikut kriteria sumber daya manusia 17 peralatan 19 dana 31 waktu 9 dan material 14. Sedangkan pembobotan yang diperoleh untuk alternatif pola penanganan pemeliharaan rutin jalan nasional di Propinsi Kalimantan Selatan dengan sistem kontrak 57 dan dengan penanganan rutin jalan nasional di Propinsi Kalimantan Selatan dengan sistem swakelola 43.


ABSTRACT

In the era of autonomy the Region has an authority to arrange and manage its own importance in managing their resource and potency. In the activity of National Highway routine maintenance the government of South Kalimantan Province has to aplied the best system by considering their potency and resource. This research is to analize the system that applied in highway maintenance routine in South Kalimantan Province. Is the system which apply now is the best choice And which is the most efficient about the self-management or the contract system The SWOT Strength Weakness Opportunity Treatment method has used to do the qualitative analysis and the AHP Analytical Hierarchy Process to the quantitative analysis. The result shows that with considering of the strength weakness opportunity and treatment in the SWOT Matrices that rely on human equipment fund and material resources in South Kalimantan Province the best system to use in highway routine maintenance is self-management system especially for the maintenance of highway which need less equipment or light damage. But for the highway routine maintenance which needs equipment in great quantities has to do with contract system. In the result of AHP analysis considering of the weight of five variables 17 for human resource 19 for equipment 31 for fund 9 for time to do the job and 14 for material resource shows that the weight of self-management system is 43 and the contract system is 57.
