Penelitian ini menjelaskan pentingnya pengembangan sumber daya manusia dalam suatu organisasi melalui pola pengembangan sumber daya manusia berbasis kompetensi, dimana pengembangan sumber daya manusia berbasis kompetensi bertujuan untuk menjelaskan keahlian, sikap dan pengetahuan yang dapat memberikan kontribusi bagi prestasi kerja karyawan dalam suatu posisi jabatan tertentu. Pola pengembangan sumber daya manusia berbasis kompetensi ini dilakukan dengan mengidentifikasi kompetensi-kompetensi apa saja yang diperlukan pada suatu jabatan tertentu melalui perancangan model kompetensi berdasarkan kamus kompetensi yang dikembangkan oleh Spencer and Spencer. Kompetensi-kompetensi yang diperoleh dari perancangan model tersebut, selanjutnya akan digunakan untuk menilai kinerja karyawan pada salah satu departemen yang dimiliki oleh SBU Merpati Maintenance Facility yang dijadikan obyek dari penelitian yang pada saat ini SBU Merpati Maintenance Facility sedang melakukan restrukturisasi dan pengembangan performansi kerja karyawan dalam usaha persiapan perusahaan menghadapi persaingan dimasa yang akan datang yang lebih kompetitif.

This research explain an important of human resource development in a organization through pattern of human resource development base on competency, where its purpose to explain the membership, attitude and knowledge which can give the contribution for labor capacity of employees in a certain position in organization. The pattern of human resource development base on competency is done by identifying competencies of any kind is needed at one particular certain position in organization through scheme competency model pursuant to competency dictionary developed by Spencer and Spencer. Competencies obtained from the model scheme, next will be used to assess the employees performance at one of department at SBU. Merpati Maintenance Facility of taken as object from research which at the moment SBU.
