ABSTRAK

Penyebab signifikan pencemaran logam berat di perairan adalah buangan limbah industri. Kondisi ini telah mengakibatkan ikan yang hidup di sekitar area pembuangan limbah industri terkontaminasi limbah. Masyarakat yang mengkonsumsi ikan tersebut berpotensi terkontaminasi melalui proses rantai makanan. Penelitian ini menyajikan suatu metode dalam memperkirakan konsentrasi optimum kadmium Cd dan merkuri Hg di perairan berdasarkan analisis biaya pengolahan limbah dan biaya resiko karsinogen. Biaya optimal diperoleh dari titik equelibirium perpotongan grafik estimasi biaya pengolahan limbah dan biaya resiko kontaminasi karsinogen. Volume limbah cair industri di Surabaya yang mengandung Cd diperkirakan mencapai 23.536.300 liter per hari dan volume limbah yang mengandung Hg mencapai 4.095.300 liter per hari. Resiko karsinogen rata-rata masyarakat pesisir Kenjeran akibat kontaminasi Cd adalah 8 x 10-4 dengan biaya pengobatan rata-rata sebesar 6 miliar rupiah. Sedangkan resiko rata-rata akibat kontaminasi Hg adalah 4 x 10-4 dengan biaya rata-rata sebesar 294 miliar rupiah. Biaya pengolahan limbah Cd berkisar antara 078-109 miliar rupiah dan biaya pengolahan limbah Hg 0002-021 miliar rupiah. Hasil optimasi menunjukkan bahwa konsentrasi Cd dan Hg optimum di perairan Kenjeran adalah sebesar 0007 mg1 dan 0009 ug1.


ABSTRACT

Industrial wastewater disposal is one of significant factors contributing to heavy metals contamination at the sea. Heavy metal contamination can result in negative effects to aquatic organisms. If peoples consume the contaminated organisms their body would accumulate the pollutans from the food chain processes. The objective of this research is to provide a method to estimate the optimum concentration of cadmium Cd and mercury Hg in the seawater based on an analysis of wastewater treatment and carcinogen risk cost. The optimum concentration is determined using the equelibirium point of wastewater treatment and carcinogen risk cost intersection of graph. Industrial wastewater volume in Surabaya containing Cd and Hg estimated to reach 23.536.300 and 4.095.300 litres per day respectively. The Kenjeran peoples Carcinogen risk caused by Cd contaminations reachs 8 x 10-4 8 in 10.000 with average cost of medical treatment reachs approximately 6 billion of rupiahs. The risk caused Hg contaminations reach 4 x 10-4 4 in 10.000 with average cost of medical treatment reach approximately 2.94 billion of rupiahs. The cadmium industrial wastewater treatment cost range from 0.78 to 1.09 billion of rupiahs and mercury wastewater treatment cost range from 0.002 to 0.21 billion of rupiahs. The optimization results show that the optimum concentration of Cd and Hg in the sea water body of Kenjeran equal to 0.007 mg1 and 0.009 ug1 respectively.
