Description:

Kebijakan pemerintah dengan menaikkan harga BBM saat ini, memberikan dampak yang cukup luas terhadap kelangsungan hidup masyarakat. Terlepas dari bagaimana kebijakan rtu selanjutnya, yang pasti dalam sector transportasi khususnya angkutan umum, dari sisi konsumen pemakai jasa golongan captive merasa resah. Hal ini dimungkinkan, oleh karena dari pengalaman terdahulu bahwa dengan adanya kenaikan harga BBM, maka harga tarip angkutan khususnya angkutan umum bus dipastikan naik. Oleh karena Hu penelitian ini d'rtujukan untuk mengetahui berapa kemampuan-kemauan membayar (Ability-Willingness to Pay), kondisi masyarakat konsumen angkutan umum bus DAMRI, sehingga nantinya dapat dipakai sebagai bahan pertimbangan didalam Pemerintah menentukan kebijakan tarip yang berujung pada besamya subsidi yang diterima DAMRI. Secara umum penelitian ini adalah penelitian lapangan dengan studi kasus yang menggunakan desain deskriptif atau desain yang menguraikan data, mengidentifikasi keadaan, gejala atau persoalan yang ada pada angkutan umum khususnya bus DAMRI di Surabaya. Hasil penelitian ini menunjukkan bahwa kondisi umum masyarakat Surabaya pengguna angkutan umum bus DAMRI untuk trayek patas AC adalah sebagai berikut: nilai rata-rata Biaya Nyata adalah Rp. 110,12/KM, Willingness to Pay (WTP) adalah Rp. 102,32/KM, serta Ability to Pay (ATP) adalah Rp. 86,06 / KM (20 %), Rp. 129,08 / KM (30 %), Rp. 172,11 / KM (40 %) dengan posisi Tarip yang berlaku adalah Rp. 72,00/KM. Dan untuk trayek ekonomi adalah sebagai berikut: nilai rata-rata Biaya Nyata adalah Rp. 156,51 / KM, Willingness to Pay (WTP) adalah Rp. 139,54/KM dan Ability to Pay (ATP) adalah Rp. 66,37 /KM (20 %), Rp. 99,56 /KM (30 %), Rp. 132,74/KM (40 %) serta posisi Tarip yang berlaku adalah Rp. 55,00. Variabel Kenyamanan, Keamanan dan Kemudahan yang memberikan nilai atribut pelayanan pengelola terhadap konsumen pemakai temyata tidak secara signifikan mempengaruhi Willingness to Pay (WTP) konsumen dalam menggunakan angkutan bus DAMRI trayek patas AC dan ekonomi. Untuk trayek patas AC, atribut variable yang mempengaruhi nilai WTP konsumen adalah tujuan perjalanan dan kepemilikan kendaraan. Dan untuk trayek ekonomi, atribut variable yang mempengaruhi nilai WTP konsumen adalah pendidikan dan frekuensi perjalanan mingguan konsumen. Walaupun hasil penelitian ini tidak menunjukkan pengaruh yang signifikan dari variable kenyamanan, keamanan dan kemudahan terhadap minat masyarakat menggunakan angkutan umum bus DAMRI trayek patas AC, tetapi masih ada beberapa atribut layanan yang sekiranya hams mendapat perhatian untuk ditingkatkan yaitu : 1). Kelengkapan keselamatan penumpang, 2). Kesesuaian kapasitas tern pat duduk yang tersedia. Dan untuk trayek ekonomi adalah : 1). Kesesuaian kapasitas tempat duduk, 2). Kebersihan, 3). Kondisi tempat duduk, 4). Keberadaan pengamen dan pedagang asongan, 5). Kondisi fisik dan interior, 6). Tingkat kriminalitas, 7). Kelengkapan keselamatan penumpang, 8). Jadwal kedatangan dan keberangkatan.

The wisdom of government with increase BBM price today, give influence wide toward performance to society life. Apart from how this wisdom furthermore, for sure in transportation sector especially general transportation from customer side user transportation with captive group feel restless. This matter may be therefore from previously experience that with increase BBM price, rate price to transportation especially general transportation to bus can sure high. Therefore this research referred to know how much ability willingness to pay, condition about customer society in general transportation bus DAMRI, until can used as considerable in Government to decide rate wisdom can refer at big subsidi can accepted by DAMRI. Commonly this research is field research with case study use descriptif design or design with data explanation, identify about condition, symptom or problem at general trasportation especially bus DAMRI in Surabaya. Result this research refer to general condition in Surabaya society as user general transportation bus DAMRI to trayek patas AC is: average value Real Cost is 110,12/KM rupiah, Willingness To Pay (WTP) is 102.32JKM rupiah and Ability To Pay (ATP) is 86,06/KM rupiah (20%) ; 129,0B/KM rupiah (30%); 172,11/KM rupiah (40%) with position Rate be valid is 72,00/KM rupiah. And for trayek of economy is : average value Real Cost is 156,51/KM rupiah, Willingness To Pay (WTP) is 139,54/KM rupiah and Ability To Pay (ATP) is 66,37/KM rupiah (20%) ; 99,56/KM rupiah (30%); 132,74/KM rupiah (40%) and position Rate be valid is 55,00/KM rupiah. Comfortable, Safety and Easy variable give attribute value in service enterpreneur toward user can't significant to influence Willingness To Pay (WTP) at customer in use transportation bus DAMRI trayek patas AC and economy. To trayek patas AC, variable attribute can influence value WTP at customer is goal to trip and owner vehicle. And for trayek economy, variabel attribute can influence value WTP at customer is education and frequency at trip weekly customer. Despite result this research can't to show about significant influence from comfortable, safety and easy variable toward society desire to use general transportation bus DAMRI trayek patas AC, but still some attribute about service must be attention to increased is : 1). Completely about safety passenger, 2). According to capacity sit place can available. And for trayek economy is ; 1). According to capacity sit place, 2). Cleanliness, 3). Condition about sit place, 4). Precense singer and traveling salesman, 5). Physical and interior condition, 6). Criminality level, 7). Completely about safety customer, 6). Schedule about left and arrive.
