ABSTRAK

Penelitian ini dilakukan dengan tujuan untuk mengetahui dan menganalisa sampai sejauh mana kesesuaian antara tingkat kepentingan unsur-unsur pelayanan menurut Pejabat Peneliti dengan kinerja yang telah dilakukan oleh Sub Bagian Pengembangan Pegawai dan Administasi Jabatan Fungsional Sekretariat Badan Litbang Dep. Kimpraswil. Dalam hal ini terdapat 5 lima unsur penentuan kualitas jasa pelayanan yaitu reliability responsiveness assurance empathy dan tangibles. Kelima unsur tersebut diformulasikan dalam bentuk kuisioner yang terdiri dari 20 item pernyataan. Pengumpulan informasi dilakukan dengan metode survei yaitu menyebarkan kuisioner kepada responden dengan mengambil sampel sebanyak 90 pejabat peneliti dari 172 peneliti periode Nopember 2002. Dalam menganalisa data digunakan metode deskriptif kuantitatif dengan melakukan analisis tingkat kepentingan dan kepuasan peneliti. Berdasarkan hasil penelitian dari 20 variabel pelayanan dengan menggunakan metoda uji perbandingan berpasangan dan analisa kuadran maka hasil akhir adalah nilai rata-rata kepentingan pejabat peneliti lebih tinggi dari nilai rata-rata kepuasan peneliti terhadap pelayanan selain itu terdapat rata-rata nilai kesenjangan negatif untuk seluruh variabel pelayanan di atas. Dari kajian ini diharapkan bagi pihak Sub Bagian Pengembangan Pegawai dan Administrasi Jabatan Fungsional Sekretariat Badan Litbang Dep. Kimpraswil melakukan perbaikan secara terus menerus dari seluruh variabel pelayanan terutama terkait dengan variabel ketepatan penilaian angka kredit di tingkat P2JP Instansi waktu keluarnya surat keputusan kenaikan pangkatjabatan cepat dan memberikan pelayanan secara tuntas terhadap masalah yang dihadapi yang mempunyai nilai kesenjangan negatif lebih besar dibandingkan variabel pelayanan yang lain.


ABSTRACT

The objective of this research is to analyze and acknowledge appropriateness between state researcher perceptions on degree of importance of public service elements and performance of state officer development and functional administrative sub agent of research and development secretary of human settlement and regional infrastructure department. There are 5 five element of public service quality discussed in this thesis. They are reliability responsiveness assurance empathy and tangibility. Data collection is carried out with survey method with questionnaire as data collection instrument Samples are 90 state researchers of the total 172 Nov. 2002. Method of Analysis used in this research is descriptive quantitative method on degree of importance and researcher satisfaction. With application of paired test compare and quadrant analysis to 20 service variable the result of this research indicates that overage value of importance of the state researcher are higher than those of researchers satisfaction of their service others there are mean assess the negative difference to all above service variable. From this study is expected for the particularly Sub Units of Development of Officer and Functional Occupation Administration Secretariat of Agency Research and Development Ministry of Human Settlement and Regional Infrastructure conducts the continually repair from all relatedrelevant service variable especially with the variable accuracy of assessment the credit number in the level of P2JP Institution its exit time is promotion decreepositionoccupation quickly and give the service as a whole to problem faced having compared to the bigger negative difference value of other service variable.
