PERENCANAAN INDUSTRI GALANGAN KAPAL DI KAWASAN PERDAGANGAN DAN PELABUHAN BEBAS SABANG

ABSTRAK

Perencanaan industri galangan di suatu kawasan harus dapat memilih suatu bentuk industri galangan yang idieal hal ini karena bervariasinya teknologi kapal. Tujuan dari penelitian ini adalah merencanakan suatu industri galangan kapal dengan arah kajian yaitu pemilihan bentuk galangan yang tepat sesuai pangsa pasar dan peluang pasar di kawasan tersebut. Pengambil keputusan pada permasalahan ini dilakukan dengan membuat suatu model perencanaan pemilihan bentuk industri galangan berdasarkan metode Analytical Hierarchy Process AHP dan selanjutnya dengan program aplikas8i Expert Choice version 9.0. Hasil analisa dan implementasi model menunjukkan kriteria yang memberikan kontribusi prioritas dalam perencanaan pemilihan bentuk galangan adalah pangsa pasar galangan 312 kapasitas galangan 280 teknologi galangan 280 dan lokasi galangan 127. Sub kriteria yang memberikan kontribusi prioritas dalam pemilihan bentuk galangan adalah bahan baku tenaga kerja fasilitas transfortasi kondisi perairan kapal pelayaran kapal non pelayaran areal produksi fasilitas produksi metode produksi dan produktivitas. Hasil pemilihan bentuk galangan kapal dengan nilai prioritasnya yaitu Altenatif Galangan C Galangan kapal kayu bangun baru dan reparasi 295 Alternatif Galangan B Galangan kapal kayu reparasi 217 Alternatif galangan E Galangan kapal baja reparasi 151 Alternatif Galangan A Galangan kapal kayu bangun baru 129 Alternatif Galangan F Galangan kapal baja bangun baru dan reparasi 121 dan Alternatif Galangan D Galangan kapal baja bangun baru 86. Dari hasil tersebut maka untuk perencanaan industri galangan kapal di Kawasan Perdagangan Bebas dan Pelabuhan Bebas Sabang serta Kapet Bandar Aceh Darussalam adalah bentuk industri galangan kapal kayu dengan orientasi pada pembangunan kapal-kapal baru dan perawatan serta perbaikannya yaitu Alternatif galangan C. Berikutnya dilakukan perencanaan layout dan fasilitas produksi serta analisa investasi dari perencanaan galangan tersebut


ABSTRACT

Design of shipyard industry in this area must choose an exact shape of shipyard industry it caused by the variety of ship technology. So the purpose of this research is design a shipyard with the study direction i.e. choosing the exact shape of shipyard industry appropriate with market share and opportunity in that area. The decision making for this problem is done by making a design model of choosing shipyard industry shape base on Analytical Hierarchy Process AHP method and furthermore processed by application program Expert Choice Version 9.0. Analytical result and implementation model shows the criterion that contributes priority in choosing design of shipyard shape i.e. market share from shipyard 31.2 shipyard capacity 28.0 shipyard technology 28.0 and shipyard location 12.7 . A Sub criterion that contributes priority in choosing shipyard shape is raw material manpower transport facilities waters condition sailing ship non-sailing ship production area production facility production method and productivity. The result of choosing shipyard shape with the priority number i.e. Alternative Shipyard C Wooden ship shipyard new building and reparation 29.5 Alternative Shipyard B Wooden shipyard reparation 21.7 Alternative Shipyard E Steel Ship Shipyard reparation 15.1 Alternative Shipyard A Wooden Ship Shipyard new building 12.9 Alternative Shipyard F Steel Ship Shipyard new building and reparation 12.1 and Alternative Shipyard D Steel Ship Shipyard new building 8.6 . From this result then the design shipyard industry in free trade and free port zone Sabang and Kapet Bandar Aceh Darusssalam is shape of wooden ship shipyard with orientation to build new ship and reparation i.e. Alternative Shipyard C. Then is done lay out and production facilities design and investing analysis from the design of shipyard.
