ABSTRAK

Fenomena penataan kawasan dewasa ini sedang mengalami perkembangan dengan berbagai perubahan konseptual baik ditingkat perencanaan spasial maupun ditingkat rancang bangun infrastruktur kawasan. Disisi lain sarana dan prasarana terbangun yang merupakan implementasi dari produk perencanaan terdahulu tidak selamanya menerima kondisi yang telah direncanakan dengan perkembangan yang ada suatu saat infrastruktur tersebut telah terlampaui kapasitasnya oleh besarnya volume kegiatan masyarakat selaku pengguna kondisi ini berarti kinerja sarana dan prasarana sudah tidak layak atau tidak mencukupi lagi. Seperti halnya prasarana jalan pada Jl. Pemuda Surabaya dimana kondisi saat ini lalulintasnya padat dan merayap sebagai indikator kinerja jalan tidak layak terutama pada jam-jam sibuk pagi siang dan sore hari. Jl. Pemuda selain menerima beban lalulintas kendaraan yang bertujuan ke tempat-tempat kegiatan yang ada di sepanjang jalan ini juga menerima beban lalulintas menerus antar kawasan. Sebagai salah satu CBD Central District Business di kota Surabaya tentunya banyak dijumpai lalulintas kendaraan bermotor kendaraan tidak bermotor pejalan kaki dan juga kendaraan berhenti sebentar untuk menaik turunkan penumpang serta taksi yang menunggu penumpang. Ada tiga bagian atau segmen dari Jl. Pemuda yang mempunyai kondisi kemancetan berbeda yaitu a. Segmen 1 Antara Simpang Empat Gubeng dan Simpang Tiga Kayun segmen yang kondisi lalulintasnya paling padat. b. Segmen 2 Antara Simpang Tiga Kayun dan Simpang Tiga Plasa Boulevard segmen yang lalulintasnya padat. c. Segmen 3 Antara Simpang Tiga Plasa Boulevard dan Simpang YOS Sudarso segmen yang kondisi lalulintasnya relatif tidak sepadat kedua segmen di atas. Selain banyaknya kendaraan dan aktivitas orang di sepanjang jalan yang membuat Jl. Pemuda tampak padat juga perilaku pengguna kendaraan dan pejalan kaki juga merupakan salah satu penyebab terhambatnya pergerakan lalulintas di sepanjang jalan tersebut. Tulisan ini bertujuan untuk mengevaluasi seberapa besar kinerja Jl. Pemuda Surabaya tersebut dengan melihat lalulintas dan kondisi geometri Jl. Pemuda yang ada untuk selanjutnya dicarikan penyelesaian masalah kepadatan di Jl. Pemuda Surabaya. Metode untuk mengevaluasi kinerja Jalan Pemuda menggunakan MKJI Manual Kapasitas Jalan Indonesia tahun 1997 yang mana dari manual ini dapat dievaluasi kapasitas jalan untuk perkotaan dan kapasitas jalan untuk kondisi jalinan. Dari hasil evaluasi menunjukkan bahwa nilai derajat kejenuhan kondisi eksisting pada segmen 1 sebesar 1.110 segmen 2 sebesar 1.000 dan segmen 3 sebesar 0.805 nilai ini sesuai dengan kondisi yang ada lapangan bahwa nilai derajat kejenuhan 0.8 menujukkan kinerja jalan dinilai kurang. Dengan pengaturan lampu lalulintas yang baik di Simpang Empat Gubeng akan diperoleh kinerja Jl. Pemuda yang lebih baik bila dibandingkan hanya penataan disepanjang Jl. Pemuda sehingga hambatan samping lalulintas sangat rendah.


ABSTRACT

The phenomena of area arrangement in the current time were in the development with many conceptual changes both for spatial planning and area infrastructure design-construction. In the other side constructed medium and infrastructure was the implementation of the last design product that not enduringly received the planned condition. With the existing development one day the community activity volume as the user has exceeded those infrastructure capacities. It means that the performance of medium and infrastructure was not adequate again. Such as the infrastructure in Jl. Pemuda Surabaya where the traffic conditions in the recent time was crowded and creeps especially in the morning daylight and afternoon. Jl. Pemuda beside received the burden of vehicle traffic from and to CBD Central Business Development of Surabaya City that located in this area and it also received cross-area traffic burden. Except the motor vehicles there were many non-motor vehicles and pedestrians and many public vehicles that stop a while to load and overload their passengers and also any taxi that stayed in the road that wait for the passenger. There was three parts along Jl. Pemuda that has different jamming condition a. Segment 1 Between Gubeng four intersections and Kayun three intersections was the segment that has most crowded vehicle traffic. b. Segment 2 Between Kayun three intersections and Tiga Plasa Boulevard intersection was the segment that has crowded vehicle traffic. c. Segment 3 Between Tiga Plasa Boulevard intersection and YOS Sudarso intersection was the segment that has less crowded vehicle traffic. Beside the full amount of vehicle and activities along Jl. Pemuda there was also the other factor that influenced the denseness and constraint the traffic movement of this road namely the not order behavior of drivers and pedestrians. This paper purposed to evaluate what the performance of Jl. Pemuda Surabaya with observed the traffic and geometry condition of Jl. Pemuda in order to find any solution for this road problem. The method for doing the evaluation of Jl. Pemuda performance was by used MKJI Manual of Indonesian Road Capacity year 1997 where from this manual could evaluated the capacity of city road and road condition. From evaluation result indicated that the saturation degree of segment 1 was 1.110 segment 2 was 1.000 and segment 3 was 0.805. According to the condition that saturation degree 0.8 indicated that the road performance was low. With good arrangement of traffic light in Gubeng four intersection was obtained better road performance namely segment 1 has saturation degree 0.537 for segment 2 has 0.547 and for segment 3 has 0.417. The good arrangement of traffic light in Gubeng four intersections was the solution of traffic jam in Jl. Pemuda Surabaya.
