ABSTRAK

Manajemen properti adalah suatu upaya untuk menangani dan mengatur properti secara tepat dengan maksud bahwa semua tindakan yang dilakukan adalah untuk memelihara kondisi properti sesuai dengan spesifikasi semula sehingga properti tersebut dapat berfungsi sebagaimana mestinya. Selain itu efisiensi pemakaian ruangan merupakan tujuan utama pada manajemen properti perguruan tinggi. Sampai saat ini menjelang berlakunya otonomi kampus pengelolaan pemakaian ruang kuliah di ITS dilakukan sendiri-sendiri oleh setiap jurusan. Jurusan seolah-olah berkuasa penuh atas pemakaian ruang kuliah. Biro Administrasi dan Akademik Kemahasiswaan BAAK hanya sebagai fungsi administrasi dari pemakaian ruang kuliah tersebut. Hal ini menyulitkan dalam evaluasi efisiensi pemakaiannya. Penelitian ini membahas tentang pengaturan pemakaian ruang kuliah dan organisasi pengelolaan pemeliharaan di ITS dari data pemakaian ruang kuliah selama satu tahun. Kemudian data tersebut disimulasi sampai mendapatkan kemungkinan pemakaian ruang kuliah yang efisien yaitu dengan utility ruang kuliah yang optimal 75. Pembahasan selain dilakukan menurut kajian pustaka yang ada juga berdasarkan hasil observasi ke perguruan tinggi lain yang telah otonomi. Akhirnya dari hasil analisa data dan pembahasan penelitian ini dapat menghasilkan peningkatan utility ruang kuliah rata-rata ITS sebesar 20.11. Dari efisiensi ruang kuliah dapat diketahui bahwa masih banyak ruang kuliah yang belum optimal pemakaiannya dan dimungkinkan pemakaian bersama ruang kuliah di ITS. Sehingga seluruh ruang kuliah dapat digunakan oleh semua jurusan di ITS. Untuk itu dihasilkan suatu Sistem Manajemen Properti untuk mengelola pemakaian ruang kuliah tersebut dan mengelola serta mengembangkan seluruh aset ITS.


ABSTRACT

Property management is a effort to manage and arrange the property exactly that mean all the activities have done to maintain the property condition same as it initial specifications so the property is used like it function. Even more efficiency of the class room utilization is main objective for the property management of university. For now - prior to declare campus autonomy- management of the class room utilization in ITS still is done by own departments. They act powerful to use and manage the classrooms. Department of Administration and Student Academic BAAK is only academic function. It becomes difficult to evaluate the efficiency of the class room utilization. This research analyzes management of the class room utilization and management of maintenance organization in ITS from the data of classroom utilization for one year. Then it simulate until can be achieved a possibility of the classroom utilization efficiently that the utilization of the classroom will be optimal utilization 75. The analyses base on the references and it also base on a result of an observation to the other university that has been autonomy. Finally from the results of analyzed data and the evaluation this research can achieve increasing of utilization of the classroom in ITS average about 20.11. The result can verify that many of classrooms in ITS have not been optimal in it utilization and it might for a collective classrooms utilization. So all of classrooms can be used by all departments in ITS. Therefore this research also provided a Property Management System to manage the classroom utilization and all of ITS assets and their development.
