Pembangunan gedung kantor Dinas Pekerjaan Umum Kabupaten Kapuas yang dilaksanakan secara bertahap dimulai tahun 2001, direncanakan selesai tahun 2006 dan awal tahun 2007 mulai dioperasikan. Karena keterbatasan dana yang dimiliki oleh Pemerintah Daerah berakibat waktu penyelesaian pembangunan menjadi relatif lama dan biaya yang dikeluarkan menjadi lebih banyak. Untuk menyelesaikan sisa pembangunan gedung ini Pemerintah menyerahkan kepada pihak swasta untuk melanjutkan pelaksanaan proyek pembangunan gedung kantor Dinas Pekerjaan Umum Kabupaten Kapuas dan sekaligus mengelola kembali gedung kantor untuk disewakan kepada para pengusaha ( konsultan dan kontraktor ) yang ada di kota Kuala Kapuas. Masalah yang dibahas dalam tesis ini terkait dengan kelayakan swastanisasi proyek pembangunan gedung kantor Dinas Pekerjaan Umum Kabupaten Kapuas ditinjau dari analisa teknis danfinansial. Metodologi yang digunakan dalam penelitian ini dimulai dari studi literatur, pengumpulan data dari instansi seperti BPS, Dinas PU dan Gapensi Kabupaten Kapuas serta wawancara langsung di lapangan dengan pihak pengelola dan penyewa gedung lain dan melakukan analisa teknis dan financial. Setelah dilakukan perencanaan ulang waktu pelaksanaan dengan nilai investasi Rp. 3.955.769.505,71,-, umur ekonomis 25 tahun, dan MARR 13%, diperoleh NPV sebesar Rp. 262.474.311,55,-, IRR 13,29%, dan pengembalian pada periode ke - 18 ( tahun 2024). Dari analisa tersebut maka proyek pembangunan gedung layak untuk dilaksanakan. Dengan penurunan tingkat hunian sampai dengan 21,5 %, secara financial masih layak untuk pengembalian investasi.

The Public Works Office construction in Kapuas Regency began gradually in 2001 and it was estimated that the construction would be completed in late 2006 and in early 2007, it would be operated accordingly. Because of the difficulty in financial sources in the local government the times required for the office construction became longer and the costs expended increased as well. To complete the remaining construction the local government invited some private sectors to continue the office construction and then they were asked to manage the office for being leased to the businessmen (consultants and contractors) residing in Kuala Kapuas city. The recent research aimed at discussing a feasibility of the privatization in office construction project when viewed from technical and financial analyses. A methodology in the research was commenced by bibliographic study, data collection from several institutions such as BPS (Central Bureau of Statistics), Dinas PU (Public Works Agency) and Gapensi in Kapuas Regency and direct interview with the management of office building and other tenants and execution of technical and financial analyses. After the construction rescheduling with investment of Rp. 3,955,769,505.71, useful life 25 year, and MARR 13%, then NPV would be Rp. 262,474,311.55, IRR 13.29% and investment returns will occur in year 18 (2024). Viewed from this analysis, the office construction was feasible to be implemented. Regarding a decrease in occupancy level of 21.5%, in financial feasibility terms, it is likely that the investment returns may come out.
