Description:

Upaya peningkatan kualitas tenaga kerja kontraktor merupakan suatu kebutuhan yang penting mengingat tantangan-tantangan yang dihadapi kontraktor dewasa ini dan juga dengan diberlakukannya perdagangan bebas maka persaingan antar kontraktor semakin kompetitif. Penelitian ini bertujuan untuk mengidentifikasi dan mengkaji faktor-faktor yang mempengaruhi kualitas tenaga kerja, upaya peningkatan kualitas tenaga kerja serta faktor-faktor yang mempengaruhi upaya peningkatan kualitas tenaga kerja kontraktor menengah dan kontraktor kecil. Tenaga kerja yang dimaksud dalam penelitian ini adalah tenaga staff perusahaan bukan tenaga kerja lepas seperti tukang dan mandor. Penelitian menggunakan metode survey dengan melakukan wawancara dan penyebaran kuesioner. Sampel penelitian adalah kontraktor kelas menengah (M) dan kecil (K1) yang berada di kota Malang Jawa Timur. Jumlah sampel sebanyak 50 perusahaan atau 80.6% dari anggota populasi sebanyak 62 perusahaan.Hasil penelitian menunjukkan bahwa kualitas tenaga kerja dipengaruhi oleh faktor internal dan eksternal. Delapan peringkat teratas faktor internal tersebut adalah motivasi kerja, pengalaman kerja, keahlian/ketrampilan, tingkat kehadiran, pendidikan formal, inisiatif dan kreativitas, kesehatan serta perilaku/sikap. Sedangkan untuk faktor eksternal, lima peringkat teratas adalah kedisiplinan kerja, tingkat kerjasama, perasaan aman dan nyaman dalam bekerja, teknologi yang digunakan untuk mendukung pelaksanaan pekerjaan dan bidang pekerjaan sesuai dengan bidang yang diminati. Untuk upaya peningkatkan kualitas tenaga kerja, lima peringkat teratas adalah meningkatkan pengalaman kerja, meningkatkan disiplin kerja, mengikuti pelatihan-pelatihan, meningkatkan komunikasi kerja dan meningkatkan pendidikan formal tenaga kerja. Sedangkan faktor-faktor yang mempengaruhi upaya peningkatan kualitas tenaga kerja, enam peringkat teratas faktor internal dan eksternal adalah upaya memperbaiki kinerja (I), kebijakan dalam perencanaan SDM perusahaan (I), lingkungan kerja perusahaan (I), perubahan kebijakan/peraturan pemerintah (E), kemajuan dan perkembangan teknologi (E) dan kondisi perekonomian yang berkembang (E).

An attempt to improve the quality of Construction Companies workforce is very important due to more severe competition among them in this free trade era.The objectives of this research are to identify and to study the factors influencing the quality of workforce, to know what has been done to improve the workforce quality and the factors influencing the attempts, especially in small and middle level companies. The workforce meant in this research is permanent staff and not temporary workforce such as foreman or bricklayer.This research used survey method. The data was obtained through interview and questionnaire with 50 samples of middle and small level construction companies in Malang or 80,6% from the population of 62 companies. The result indicates that the quality of workforce is influenced by internal and external factors. The top eight internal factors here cover work motivation, experience, skill, attendance, formal education, creativity and initiative and health and behavior/attitude; while the top five external factors cover discipline, cooptation level, and feeling of security and comfort in working as well as the use of technology to support the work and placing right person in the right place. Meanwhile, the attempts which have been done to improve the quality of the workforce among the top five are increasing work experience, discipline, sending them to join trainings, improving communication among workforce and their formal education. Furthermore, the factors which influence the attempts to improve the workforce quality, among the top six internal and external factors are the attempt to improve the performance (I), the policy of human resource improvement in the company (I), work atmosphere (I), policy changes/government regulation (E), development of technology (E) as well as economic development (C).
