ABSTRAK

Persaingan yang sangat tajam dan persyaratan pelanggan yang semakin menuntut adanya tingkat kualitas dan pelayanan yang prima pengiriman tepat waktu serta harga yang bersaing telah memaksa PT Varia Usaha Beton untuk semakin meningkatkan kinerjanya. Untuk itu sejak tahun 1997 PT Varia Usaha Beton telah mengadopsi Sistem Manajemen Mutu ISO 9000 Series. Penelitian ini mengkaji Sistem Manajemen Mutu ISO 90012000 tidak hanya sebagai Sistem Manajemen Mutu Quality Management System namun juga diaplikasikan sebagai Sistem Manajemen Kinerja Performance Management System khususnya dalam perancangan sistem manajemen kinerja. Selama ini pengukuran kinerja yang dilakukan oleh PT Varia Usaha Beton hanya berdasarkan pada aspek finansial saja. Untuk melakukan pengukuran kinerja yang lebih komprehensip yang juga mencakup aspek-aspek non-finansial dan yang lebih mencerminkan kinerja sesungguhnya maka penelitian ini mencoba memberikan solusi dengan melakukan sintesa antara nilai visi misi strategi kebijakan dan sasaran yang tertuang dalam rencana jangka panjang RJP dan rencana kegiatan dan anggaran perusahaan RKAP dengan klausul-klausul dalam Sistem Manajemen Mutu ISO 90012000 untuk dilakukan cascading dan identifikasi sampai ditemukan indikator-indikator yang paling mencerminkan kinerja PT Varia Usaha Beton. Selanjutkan indikator-indikator tersebut disahkan sebagai key performance indicators. Kemudian dengan menggunakan metode analytical hierarchy process scoring system dan traffic light system dilakukan pengolahan analisis dan interpretasi atas data-data yang ada. Hasil dari penelitian ini adalah teridentifikasinya 27 indikator yang terbagi dalam 4 klausul utama cluster. Pengukuran kinerja dilakukan selama empat kali periode tahunan dari tahun 2003 sampai 2006 dengan maksud untuk mengetahui trend dan track record kinerja PT Varia Usaha Beton. Dari hasil analisis dapat disimpulkan bahwa kinerja perusahaan cukup baik. Ini terlihat dari pencapaian point 6139 pada tahun 2003 kemudian 6359 pada tahun 2004 selanjutnya 6881 pada tahun 2005 dan 7097 pada tahun 2006. Meskipun demikian masih diperlukan upaya-upaya keras untuk perbaikan kinerja sejumlah KPI.


ABSTRACT

Tight competition in the market and demand for higher customer requirements on quality and service excellence on time delivery and low price of product have compelled PT Varia Usaha Beton to increase their performance by applying the continual improvement way in their managerial tactical and operational activities. Hence since the year of 1997 PT Varia Usaha Beton has adopted Quality Management System ISO 9000 Series. This research examines ISO 90012000 not only for its Quality Management System but also if it is applied as Performance Management System especially on design of performance management system. Until now performance measurement which is conducted by PT Varia Usaha Beton is only based on financial aspects. For deeper integrated and comprehensive performance measurement which is also covering non-financial aspects and performing real performance this research tries to propose solution by analyzing the key performance indicators KPI which are synthesized and cascaded from clausuls of ISO 90012000 vision mission policy strategy goal and objectives of the company. The key performance indicators must include both financial and nonfinancial aspects. By applying analytical hierarchy process method scoring system and traffic light system all KPI are calculated analyzed and interpreted to measure the performance of the company. Research results have identified 27 indicators clustered into 4 main clausuls. Performance measurement is done during four yearly period from 2003 to 2006 in order to know it deeply in regard to trend and track record of PT Varia Usaha Betons performance. The results of analyzis conclude that overall company performance is quite good indicated by achievement of points 6.139 in 2003 6.359 in 2004 6.881 in 2005 and 7.097 in 2006. But due to the bad achievement reached by several key performance indicators the company must work harder to increase those bad performance if the company wants to keep growing in the long term.
