Pengelolaan sampah di Kabupaten Tulungagung belum berjalan secara optimal. Sampah yang masuk ke Tempat Pembuangan Akhir (TPA) semakin meningkat dari tahun ke tahun. Faktor penyebab utama adalah belum adanya reduksi dari sumber timbulan sampah. Langkah yang diambil untuk meningkatkan pengelolaan sampah adalah dengan mengelola TPA secara baik untuk mencapai kualitas lingkungan yang lebih baik. Sesuai Kebijakan dan Strategi Nasional Pengembangan Sistem Pengelolaan Persampahan, metode pembuangan akhir yang tepat yaitu Metode Sanitary Landfill. Penelitian dilakukan untuk mengevaluasi pengelolaan sampah di TPA Segawe dan mengkaji langkah-langkah yang diperlukan untuk meningkatkan kondisi TPA Segawe menuju sanitary landfill, ditinjau dari aspek teknis, kelembagaan dan finansial. Dalam aspek teknik dilakukan analisis terhadap jumlah timbulan, komposisi, karakteristik sampah yang masuk dan perkiraan jumlah timbulan lindi. Dalam aspek kelembagaan dikaji analisis terhadap kinerja Dinas Pekerjaan Umum Permukiman dan Prasarana Wilayah (PUPPW) dengan menggunakan metode matriks SWOT. Sedangkan dalam aspek finansial metode Analisa Nilai Sekarang digunakan untuk menganalisis kelayakan investasi, operasional dan pemeliharaan TPA. Volume timbulan sampah yang masuk TPA Segawe pada tahun 2015 sebesar 287,35 m3/hari atau 92,53 ton/hari. Dengan metode sanitary landfill luas lahan 27.484,5 m2 harus dibagi menjadi 3 zona. Tanah penutup sudah tersedia di areal TPA Segawe. Pengolahan lindi dilakukan dengan proses biologis, dengan menggunakan kolam anaerobik, kolam fakultatif dan kolam maturasi dengan luas masing-masing 1.093,29 m2, 1.311,95 m2 dan 109,33 m2. Perkiraan effluen BOD 20 mg/l. Untuk penyediaan sarana dan prasarana TPA menuju sanitary landfill diperlukan investasi baik dari pemerintah pusat, pemerintah kabupaten maupun pihak swasta. Berdasarkan pada kondisi saat ini perlu peningkatan kualitas dan kuantitas SDM baik ditingkat regulator/planner maupun operator.

Municipal solid waste (MSW) in Tulungagung Regency has not been managed well. The incoming MSW in the Final Disposal Site (FDS) increases from year to year. The main causing factor is the absence of reduction effort at source. Steps taken for improving the MSW management in this regency are to operate the FDS properly for ensuring better environmental quality. According to the National Policy and Strategy for Solid Waste Management System, the appropriate final disposal method is Sanitary Landfill. This research was implemented to evaluate the MSW management at Segawe FDS and to study necessary steps to improve the existing condition of the final disposal system towards sanitary landfill, by putting into consideration the technical, institutional and financial aspects. The technical aspect being studied in this research included the incoming MSW quantity measurement, composition, proximate characteristics, and leachate quantity estimation. The institutional aspect covered performance analysis of the Public Work Agency by using SWOT matrix method. Additionally, Net Present Value was applied for measuring the feasibility of investment, operation and maintenance of the FDS The MSW volume entering Segawe FDS in 2015 was 287,35 m3/day or 92,53 tons/day. Application of sanitary landfill method resulted in the need of land area of 27.484,5 m2, which had to be divided into 3 zones. Cover soil is available in Segawe FDS area. Leachate was planned to be treated biologically using an anaerobic pond, a facultative pond, and a maturation pond with areas of 1.093,29 m2, of 1.311,95 m2, of 109,33 m2 respectively. The estimated BOD effluent was 20 mg/L. The FDS facilities and infrastructures required for sanitary landfill operation is expected to be provided from state and local governments or private institutions. Current institutional condition in MSW required human resource quality improvement and additional number at regulators/planners and operators.
