ANALYSIS OF RENTAL PUBLIC APPARTMENT NEED FOR LECTURER AND STAFF AT ITS SURABAYA

ABSTRAK

Pembangunan rumah susun khususnya rumah susun sederhana sewa rusunawa sudah menyebar di Indonesia termasuk di ITS Surabaya. Pembangunan rusunawa dengan luas unit satuan rumah susun yang kecil seperti tipe 21 dimaksudkan sebagai tempat tinggal sementara bagi masyarakat berpenghasilan rendah. Diharapkan dengan tinggal beberapa lama di rusunawa penghuninya dapat berpenghasilan lebih baik sehingga mampu mengakses membeli rumah sendiri nantinya. Untuk itu penelitian rusunawa tipe 21 dipilih karena pertimbangan sudah cukup memadai bagi mereka yang belum berkeluarga atau baru menikah. Penelitian ini ditujukan untuk menentukan tingkat kebutuhan rusunawa tipe 21 untuk dosen dan pegawai ITS baik yang sudah PNS ataupun masih honorer yang tinggal di luar perumahan umum dosen dan pegawai ITS. Untuk menjawab tujuan penelitian tersebut metoda penelitian yang dipakai adalah survai instansional dan kuesioner. Data sekunder diperoleh melalui survai instansional dan data primer dari kuesioner menggunakan metoda stratified random sampling kepada 94 responden yang terdiri dari 35 orang dosen 31 orang pegawai dan 28 orang honorer. Dari hasil penelitian tingkat kebutuhan didapat bahwa 72 responden atau 7670 responden berminat untuk tinggal di rusunawa tipe 21 dengan komposisi responden dosen 22 orang atau 6286 responden pegawai 26 orang atau 8387 dan responden honorer 24 orang atau 8571 . Sedangkan 22 responden atau 2330 responden menyatakan tidak bersedia tinggal di rusunawa. Alasan kesediaan tinggal di rusunawa paling utama dikarenakan dekat dengan tempat kerja. Selanjutnya alasan pokok tidak bersedia tinggal di rusunawa adalah responden terikat secara emosional dengan tempat tinggal sekarang dan kurang nyaman dengan fisik rusunawa. Hasil studi terhadap karakteristik profil dosen yang berminat adalah kelompok penghasilan antara Rp 1.000.001 sd Rp 1.700.000 sudah kawin alat transportasi sepeda motor tingkat pendidikan S-2 dan masa kerja 1 - 5 tahun. Sedangkan profil pegawai adalah alat transportasi sepeda motor sudah kawin jenis kelamin terbanyak laki-laki kelompok penghasilan Rp 1.000.001 sd Rp 1.700.000 dan jumlah penghuni tempat tinggal sekarang 5 orang. Sementara ciri profil honorer yaitu kelompok penghasilan Rp 1.000.000 alat transportasi sepeda motor berusia 20 - 29 tahun kebanyakan laki-laki dan masa kerja 1 5 tahun. Rusunawa tipe 21 dengan harga sewa berdasarkan WTP dan nilai pasar wajar rusunawa berkisar Rp 150.000 sd Rp 298.000.


ABSTRACT

The development of rental public housing has spread in Indonesia including at ITS Surabaya. The aim of rental public housing development with small space unit such as type 21 is attended as short-term residence for low salary society. It is hoped that by living in rental public housing for a time the users can receive better salary so they are able to access buying their own house later. Therefore type 21 rental public housing research is chosen because of appropriation for those who are not or just married. The objective of this present research was to identify the rate of type 21 rental public housing need for lecturer and staff of ITS qualifying civil servant or not yet who live outside the house estate of ITS lecturer and staff. To answer the objective of research it was used stratified random sampling method to 94 respondents consisting of 35 lecturers 31 staffs and 28 daily servants. From the result of analyzing the rate of need it was that 72 respondents or 7670 respondents interested in living at public rental housing with composition of respondents lecturer 22 persons or 6286 staff 26 persons or 8387 and daily servant 24 persons or 8571 . Meanwhile 22 respondents or 2330 respondents stated refusing to live at rental public housing. The reason of willingness to live at rental public housing was primarily caused the nearness of working place. Meanwhile the main reason of unwillingness to live at rental public housing was the sense of emotional factor to present living place and the sense of less convenience to rental public housing form. The result of studying the characteristics of lecture profile is salary group between Rp 1.000.001 to Rp 1.700.000 married transportation vehicle motorcycle master degree and working period 1 to 5 year. Staff profile is transportation vehicle motorcycle married most of man salary group Rp 1.000.001 to Rp 1.700.000 and the number of house member 5 persons. On the other side daily servant profile is transportation vehicle motorcycle married most of man salary group Rp 1.000.000 and the number of house member 5 persons. The rental price of Willingness to pay and market value is in range from Rp 150.000 to Rp 298.000.
