ABSTRAK

Perhatian mengenai risiko dan bagaimana cara menangani resiko secara berlanjut telah mengalami pengembangan dalam satu dekade terakhir. Industri barang dan jasa seperti industri kereta api PT. INKA sering dihadapkan pada berbagai risiko yang bisa menyebabkan gagalnya sebuah tujuan yang hendak dicapai. Risiko itu terdiri dari faktor resiko eksternal seperti bencana alam dan risiko internal seperti jeleknya sistem supply chain management pada lembaga itu ketidakpercayaan serta masalah komunikasi antar personil. Untuk mengantisipasi dan mengatasi masalah-masalah risiko supply chain secara efektif hendaknya dikembangkan suatu konsep Supply Chain Risk Management SCRM. Dalam penelitian ini akan dilakukan kajian risiko supply chain pada Divisi Manufaktur PT. INKA mulai dari sistem perencanaan pengadaan produksi sampai distribusi produk yang merupakan usaha untuk mengetahui menganalisis dan mengendalikan risiko dalam setiap kegiatan untuk memperoleh efektifitas dan efisiensi. Pendekatan yang digunakan dalam penelitian ini adalah Manajemen Risiko yang bersumber dari Standards AustraliaStandards New Zealand 1999 dengan elemen pokok menetapkan ruang lingkup konteks pengidentifikasian risiko melakukan analisis dan evaluasi terhadap risiko untuk mendapatkan level risiko dengan menggunakan pengembangan metode Failure Modes and Effects Analysis FMEA dan pengembangan metode Quality Function Deployment QFD. Dari level risiko yang didapatkan kemudian direncanakan langkah-langkah yang tepat untuk mereduksi sebab dan akibat kemungkinan terjadinya risiko pada bagian supply chain dimasa mendatang. Hasil yang diperoleh menunjukkan bahwa terdapat 30 kejadian risiko dan 28 agen risiko. Berdasarkan nilai korelasi perhitungan House of Risk HOR terdapat 7 agen risiko final yang perlu ditindaklanjuti oleh manajemen. Dari analisa dan interpretasi data ternyata strategi supply merupakan pilihan strategi yang bisa memberikan benefit optimal karena kompleksitas dari supply chain perusahaan.


ABSTRACT

Concerning about risks in industry and the methods in overcome the risks has already developed continually in the last decade . PT INKA a national locomotive industry confronting many risks which is become a challenge to achieve the expecting goal. Those risks are consisting of many external risks and internal risks. External risk is normally caused by natural disaster. And the internal risks are mostly consisting of the horrific system of supply management at the institution disbelieving and miscommunication between their employees. In order anticipating these risks the institutions must adapting and developing a solid concept of Supply Chain Risk Management SCRM. Thus in this research the risks of supply chain management of PT INKAs manufacturing division will be the main concern. It will be analyzed start from planning system providing production until product distribution which is an approach to identify analyze and controlling risk in each industrial activity for the affectivity and the efficiency. The method used in this research is using risk management standard of AustralianNew Zealand Standard 1999 Risk Management. It consists of applying context of risk risk identification analyzing and evaluation of the risks in order to get a certain data of risk level. This risk level approach is using the developing method of Failure Modes and Effects Analysis FMEA and also by using Quality Function Deployment QFD method. From gained risk level data then it will be used as the next best steps planning for reducing it cause and its possible risk consequences at the next days. The result show that there are threety risk event and twenty seven risk agent has be find. According to the value of House of Risk correlation there are seven final risk agent that must be solved by company management. From analysis and data interpretation supply strategy is more useful. They will give optimal benefit because of complexities supply chain.
