mengahadapi masalah yang sama, seperti keterlambatan pekerjaan, terjadinya pembengkakan biaya konstruksi, kekurangan dana pembangunan dan keterlambatan administrasi kontrak, kualitas pekerjaan yang tidak sesuai spesifikasi. Hal ini disebabkan oleh beberapa hal seperti, sumber daya manusia yang tidak punya kemampuan, kondisi geografis dan topografi wilayah Papua yang begitu sulit karena, hampir seluruh wilayahnya adalah hutan lebat, dengan sungai-sungai, tebing, jurang, karang terjal dan lembah dengan tanah lembek. Sehinggga perlu dilakukan kajian mengenai analisis risiko pada proyek konstruksi jembatan. Tujuan penelitian ini adalah mengetahui tingkat risiko yang terjadi pada proyek konstruksi jembatan menurut, persepsi pihak–pihak yang terlibat dalam pelaksanaan proyek konstruksi jembatan yaitu konsultan, kontraktor dan owner, serta mengetahui perbedaan persepsi menurut, konsultan, kontraktor dan owner terhadap risiko. Objek penelitian difokuskan pada proyek konstruksi jembatan dengan konstruksi beton bertulang dan beton komposit (beton dan baja). Pengumpulan data dilakukan dengan kuisioner dan interview ditujukan kepada responden yang terdiri dari Site Engineering (Konsultan), Project Manager (Kontraktor) dan pelaksana Teknis Kegiatan (Owner). Data yang terkumpul kemudian diolah menggunakan perhitungan Probabilitas dan Dampak, dengan hasil Nilai Risiko. Nilai Risiko tersebut, merupakan data yang digunakan untuk mendapatkan pebedaan persepsi antara konsultan, kontraktor dan owner terhadap risiko, yang diolah dengan menggunkanan Uji Anova. Dari hasil analisis risiko terhadap waktu pelaksanaan didapat bahwa, menurut Konsultan, risiko tertinggi adalah Kinerja subkontraktor yang buruk, menurut Kontraktor adalah tenaga kerja yang tidak punya kemampuan/skill, sedangkan menurut Owner adalah kesulitan mendapatkan tenaga kerja langsung dilapangan setempat. Jika ditinjau dari risiko terhadap biaya pelaksanaan, risiko tertinggi menurut Konsultan, adalah produktivitas tenaga kerja yang rendah, menurut Kontraktor adalah Kondisi Cuaca, dan menurut Owner adalah Tenaga kerja yang tidak punya kemampuan/skill. Dari hasil uji beda, konsultan dan kontraktor mempunyai persepsi yang sama dalam menilai risiko. Sedangkan persepsi penilaian risiko menurut owner lebih kecil dibandingkan dengan persepsi konsultan dan kontraktor.

Bridge construction projects in Province of Papua have been encountering the similar problems from year to year. Among those problems are delayed works, cost overruns, limited construction funds and delayed administration of contracts, work qualities not specification. This was due to such several aspects as unskilled human resources and hard geographical and topographical conditions with dense forests, rivers, gorges, ravines, cliffs and valleys with soft soils. Hence, risk analysis of bridge construction projects was required. The purpose of the present research was to determine perceived risks of bridge construction projects of such parties involved in it as consultants, contractors, and owners and to determine difference in perceived risks of contractors, consultants, and owners. Objects of the research were bridge construction projects with reinforced concrete and composite concrete. Data was collected by means of questionnaire administration to and interview with respondents consisting of site engineers, project managers and owner. Data collected was subjected to Probability Impact Grid with Scores of Risk. Those scores were the used to determine difference in perceived risks of contractors, consultants, and owners, which was then analyzed by ANOVA test. Results of risk analysis of construction time indicated that, according to the consultant, the highest risk was poor performance of sub-contractors. According to contractor, it was due to under- or unskilled workers. According to Owner, it was due to difficulty in obtaining workers directly on-site. In terms of construction costs, the highest risk was, according to consultant, low level of productivity. However, according to contractor, it was due to weather conditions. Nevertheless, according to owner, it was due to under- or unskilled workers. Result of different test, contractor and consultant have same perception in assessing risk. While perception of assessment of risk according to compared to smaller owner of perception of contractor and consultant.
