MANAJEMEN DAN REKAYASA LALU-LINTAS PERSIMPANGAN SEPANJANG JALAN A. YANI SISI BARAT AKIBAT PEMBANGUNAN FRONTAGE ROAD

MANAGEMENT AND ENGINEERING TRAFFIC INTERSECTIONS ALONG THE WEST SIDE OF AHMAD YANI AS AFFECTED IN THE DEVELOPMENT OF FRONTAGE ROAD

ABSTRAK

Jalan A. Yani saat ini sudah tidak mampu lagi mendukung kelancaran pergerakan lalu lintas perdagangan dan para pekerja yang berasal dari Sidoarjo Mojokerto Pasuruan Jombang dan daerah lainnya baik kendaraan yang masuk maupun keluar Kota Surabaya. Berbagai manajemen lalu-lintas dan berbagai studipun telah dilakukan semisal Studi Pengembangan Jalan Tol Tengah Kota Pengembangan Busway Koridor Utara Selatan dan Pengembangan KA elevated. Semuanya mengarah bagaimana mengatasi kemacetan jalan A.Yani yang semakin tahun semakin bertambah padat. Terakhir ini muncul kembali perencanaan pembangunan frontage road jalan A. Yani. Pembangunan frontage road sisi timur telah dimulai sejak tahun 2010 sedangkan sisi barat diharapkan pada Tahun 2014 segera direalisasikan. Namun demikian sebelum pembangunan frontage road sisi barat direalisasikan akan dilakukan kajian bagaimana pengaturan arus lalu-lintasnya pasca pembangunan. Analisa yang dilakukan meliputi kinerja ruas jalan weaving dan simpang Jl Gayung Kebonsari dengan membandingkan 2 simulasi antara separator dibuka atau di tutup dengan asumsi masing-masing kendaraan yang melakukan crossing dari Jl. Gayung Kebonsari ke A. Yani 100 dan bagaimana bila yang crossing 75. Pembangunan frontage road dapat mengurangi tingkat kemacetan di A. Yani. Derajat kejenuhan DS ruas jalan sisi selatan turun dari 1.22 menjadi 0.518 dan pada tahun 2010 DS0.823. Ruas sisi utara turun dari 1.3 menjadi 0.515 dan pada tahun 2020 DS0.82. Simulasi yang efektif untuk simpang Gayung kebonsari adalah dengan membuka separator namun harus merekayasa dengan simpang bersinyal traffic light pada ruas frontage road.


ABSTRACT

It is not sufficient for Ahmad Yani street to support the fast movement of trading traffic and workers coming from Sidoarjo Mojokerto Pasuruan Jombang dan nearby either the vehicles arriving at or depart to Surabaya. Various traffic management and studies have been done such as a study of the increase of free car bus way of east and south corridor elevated train tram transportation and monorail. These lead to overcome the traffic jam of the crowded Ahmad Yani street. These plans of the development have not been done yet. Nowadays the plan of the development of frontage road emerges. The frontage road of Admad Yani is the development of new street as the slow lane that will be built on the both side that are the east and west sides scattered from the street in front of Royal Plaza to the Waru round turn. It aims to reduce the traffic jam of Ahmad Yani street. In the first phase it will be built the frontage road of east side and followed with the development of frontage road of west side The development of eastern frontage road has been begun since 2010.On the other hand it is expected that the development of western frontage road will finish in 2014.Nevertheles The development of western frontage road needs a study of regulation of traffic post developments. The analysis covers the work of a branch road weaving and crossing of Gayung Kebonsari by comparing 2 simulations either open separator or close separator with the assumption that the vehicle crossing from Gayung kebonsari to Ahmad Yani is 100 and if the vehicle crossing is 75 . The development of frontage road can reduce the traffic jam on Admad Yani street. The degree of surfeit DS of branch road in southern side descends from 1.22 into 0518 and it is estimated that in 2010 the DS is 0.823. The branch road in northern side descends from 1.3 into 0.515 and it is estimated that 2020 the DS is 0.82. The effective simulation for Gayung Kebonsari crossing is done with opening separator. However it is done with engineering the traffic light on the branch of frontage road.
