ABSTRAK

Lahan merupakan atribut penting yang ketersediaannya cukup terbatas akan tetapi kebutuhan penggunaannya terus meningkat. Pemerintah Kota Surabaya memiliki aset yaitu berupa lahan sekolah dasar yang berada di koridor jalan ahmad yani yang diwacanakan akan segera direlokasi. Lokasi lahan tersebut berada pada kawasan perdagangan dan jasa dengan nilai properti yang terbilang cukup tinggi dengan harga lahan rata-rata sebesar Rp. 6.550.000m2. Harga lahan yang cukup tinggi tersebut menunjukkan bahwa pada kawasan tersebut memiliki suatu nilai investasi yang cukup tinggi. Penelitian ini bertujuan untuk menentukan penggunaan yang maksimal dengan cara menggunakan prinsip HBU. Ada empat kriteria yang harus dipenuhi yaitu secara hukum diizinkan KDBKLB dan GSB secara fisik memungkinkan Bentuk Ukuran dan Keadaan Tanah secara finansial layak NPVIRR dan Payback Period dan berproduksi secara maksimal nilai lahanm2. Penilaian pada masing-masing kriteria tersebut dilakukan secara berurutan. Hasil dari wawancara dengan stakeholder menunjukkan bahwa alternatif pemanfaatan lahan yang cukup memungkinkan untuk dikembangkan yaitu sebagai perdagangan dan jasa. Alternatif yang muncul adalah sentra PKL sarana olahraga futsal pertokoan dan penginapan. Dari keempat alternatif yang ada lalu dianalisa dengan keempat kriteria HBU menghasilkan jenis pemanfaatan yang dinilai paling tinggi dan terbaik adalah digunakan sebagai penginapan dengan nilai lahan sebesar Rp. 7.646.404m2. nilai lahan tersebut naik sebesar 17 dari nilai lahan sekarang yang sebesar Rp. 6.550.000m2.


ABSTRACT

The land is an important attribute of its availability is fairly limited but needs its use continues to increase. The city government surabaya has assets in the form of land located in elementary school corridor road ahmad yani which was scheduled to be relocated immediately. The land location are located in regional trade and services with value of the property that is fairly high with price of land amounting up to Rp. 6.550.000 square meters. Land prices quite high in the area is indicated that have an investment value sufficiently high. This research aimed at determining the maximum use using the HBU principle way. There are four criteria that must be met that is legally permissible KDB the KLB and GSB physically possible shape size and State of the soil financially feasible NPV IRR and Payback Period and have maximum production land valuem2. Assessment on each of these criteria is done sequentially. The results from the interviews with stakeholders indicated that land use alternative that quite possible to be developed is a trade and services function. The emerging alternative is cadger central sports facility futsal shops and hostelry. From fourth alternative that exists then analyzed with fourth hbu criteria which produce the types of utilization that deemed the highest and best is used is hostelry with value of land Rp. 7.646.404square meters.
