Keberadaan pedagang kaki lima tidak dapat dipisahkan dari sebuah kota. Pedagang kaki lima yang umumnya termasuk dalam golongan masyarakat berpenghasilan rendah seringkali menempati ruang publik dan tempat ilegal untuk berjualan. Permasalahan pedagang kaki lima akibat keterbatasan ekonomi juga mempengaruhi tempat dimana mereka tinggal banyak pedagang kaki lima yang tinggal di tempat berjualan dan kawasan ilegal. Rumah susun merupakan salah satu alternatif solusi dalam mengatasi berbagai permasalahan di perkotaan. Umumnya rusunawa dirancang bagi MBR secara keseluruhan. Jika mayoritas penghuni berprofesi sebagai pedagang kaki lima maka diperlukan perlakuan tertentu pada rusunwa untuk dapat livable dan mampu mewadahi kebutuhan penghuni bagi berprofesi sebagai pedagang kaki lima secara tepat. Tujuan dari penelitian ini adalah mengidentifikasi tingkat pemenuhan kriteria livability pada rusunawa dan mendeskripsikan aspek-aspek dalam konsep livability yang diprioritaskan oleh pedagang kaki lima. Selain itu juga merumuskan konsep livability yang sesuai pada rusunawa bagi pedagang kaki lima. Jenis penelitian ini adalah penelitian kualitatif yang didukung oleh penelitian kuantitatif dengan pendekatan post-positivisme. Metode kuantitatif digunakan untuk mengukur tingkat pemenuhan kriteria livable pada rusunawa bagi pedagang kaki lima di Kota Surabaya. Kemudian hasilnya didalami secara lebih rinci dengan pendekatan kualitatif. Penelitian ini menggunakan pendekatan teori livable city and settlement sebagai pedoman acuan utama. Hasil penelitian ini menunjukkan bahwa kebutuhan dan aktifitas berdagang memberikan pengaruh pada pedagang kaki lima dalam menentukan prioritas aspek dalam konsep livability. Kriteria pemenuhan belum tercapai secara maksimal. Konsep livability pada rusunawa bagi pedagang kaki lima dirumuskan dengan optimalisasi dalam memenuhi kebutuhan pedagang kaki lima dan pemenuhan aspek-aspek livability


The existence of street vendors cannot be separated in a city. Street vendors are generally classified in the low-income communities often occupying public spaces and prohibited areas to sell goods. The problem of street vendors due to economic constraints also affect where they live for many live in spaces illegally owned. Rental walk-up flats is an alternative solution to overcome the problems in urban areas which generally are designed for low-income public housing as a whole. If the majority of the inhabitants work as street vendors it requires a certain treatment on rental walk-up flats to be livable and able to accommodate the needs of residents to work as street vendors appropriately. The purpose of this study is to identify the level of livable criteria fulfillment in rental walk-up flats and describe the prioritized aspects of livability concept by street vendor. It is also formulated the appropriate livability concept in rental walk-up flats for street vendors. This is a qualitative study supported by quantitative method with post-positivist approach. Quantitative method is used to measure the level of livable criteria fulfillment in rental walk-up flats for street vendors in Surabaya. Then the result will be explored in more detail with a qualitative method. This study used a livable city and settlement theoretical approach as main reference. The result of this study shows that trade activities and needs take effect on strret vendors in determining the priority aspect of livability concept. Criteria fulfillment has not been achieved optimally. The livability concept in rental walkup flats for street vendors can be formulated by optimizing in fulfillment the street vendors needs and livability aspects.
