ABSTRAK

Air bersih yang diproduksi Instalasi Pengolahan Air IPA Ngagel I memiliki kualitas yang paling buruk diantara kualitas air produksi dari beberapa IPA milik PDAM Surya Sembada Kota Surabaya padahal kualitas air bersih menentukan kelayakan air bersih untuk dapat digunakan sebagaimana fungsinya. Produksi air bersih yang tidak baik menyebabkan kerugian dalam beberapa aspek baik dari segi penilaian kinerja estetika hingga segi kesehatan. Tesis ini bertujuan untuk menganalisis akar penyebab utama buruknya kualitas air produksi IPA Ngagel I dan memperoleh besaran risikonya sehingga diperoleh solusi yang tepat sebagai pengoptimalan kualitas air produksi IPA Ngagel I agar layak pakai. Analisis risiko dan optimasi kualitas air produksi IPA Ngagel I dilakukan dengan beberapa tahap yakni identifikasi risiko penentuan prioritas dan optimasi. Permasalahan yang terjadi dianalisis untuk mengetahui prioritas risiko dan optimasinya. Metode yang digunakan dalam identifikasi risiko yakni cause failure mode effect analysis CFMEA. Elemen risiko dan prioritasnya diperoleh dengan menggunakan metode fault tree analysis FTA. Selanjutnya prioritas elemen risiko dioptimasi dengan persamaan linier dan disimulasi menggunakan software Hysys 7.3. Hasil penelitian menyimpulkan bahwa nilai risiko total tergolong severe. Urutan peringkat faktor risiko dari nilai yang paling tinggi yakni faktor proses intern filter faktor influen dari proses koagulasi dan clarifier dan faktor influen dari proses aerator dan clearator. Akar permasalahan dalam memproduksi kualitas air bersih yang optimal yakni buruknya kinerja unit filter akibat pembubuhan dosis koagulan yang kurang tepat pada saat proses koagulasi. Sehingga prioritas optimasi yang dilakukan yakni perbaikan pembubuhan dosis koagulan. Hasil optimasi menunjukkan bahwa dosis optimum yang seharusnya digunakan yaitu 15 100 ppm. Dosis optimum tersebut membantu pencapaian efisiensi kinerja filter menjadi 80 90 sehingga kualitas produksi air bersih dapat optimal.


ABSTRACT

Produced drinking water of the installation Ngagel I has the worst quality among the quality of drinking water produced at several installations of water treatment owned by PDAM Surya Sembada Surabaya. The feasibility of drinking water depens on its quality. When the quality of drinking water is bad it can cause diseases to users. Moreover the badly quality of drinking water product indicates that the performance of the PDAM is bad. This study aims to analyze the root causes obtain the risk value of the bad quality of drinking water and finding the best solution for producing the good quality of drinking water by optimization. Several steps of this study consist of risk identification risk prioritization and optimization. The problems are analyzed in order to determine the priority of risk and the optimum solution. A cause failure mode effect analysis CFMEAs method is used for risk identification. The element and the priority of risks are obtained by using a fault tree analysis FTA. The priority of risk element optimized by linear equation and simulated by Hysys 7.3 software. This research concludes that the total risk value is relatively severe. The sequence of the risk factors is the factor of internal filter process the factor of influent to coagulation and clarifier and the factors of aeration and clearation processes. The root problems in achieving optimum drinking water quality is the badly filters performance that caused by inacurate coagulant dose on the coagulation process. The results of optimization show that the priority of solution is by determining coagulant dose properly. The optimum dose is about 15 100 ppm where the filters performance efficiency could increase about 80 - 90 for producing the better quality of drinking water.
