ABSTRAK

Kota Surabaya merupakan salah satu kota besar di Indonesia yang memiliki tingkat dinamika dan aktivitas kota yang sangat tinggi sehingga memacu pertumbuhan penduduk yang semakin padat. Seiring pesatnya pertumbuhan penduduk tersebut persediaan tanah sebagai sumber pembangunan perumahan yang menjadi kebutuhan masing-masing individu menjadi semakin terbatas. Alih fungsi penggunaan lahan di perkotaan yang dilakukan guna memenuhi kebutuhan akan rumah bagi masyarakat yang semakin meningkat hendaknya senantiasa memperhatikan aspek lokasi pembangunan yang sesuai dengan rencana tata ruang kesesuaian lahan berdasarkan parameter fisik dan kebijakan dari pemangku kepentingan setempat untuk dapat menciptakan lingkungan yang seimbang serta penyediaan sarana dan prasarana yang efisien. Perencanaan pengembangan kawasan perumahan dapat dilakukan dengan menggunakan metode analisa spasial untuk menghasilkan lokasi penentuan yang sesuai dengan rencana tata ruang dan kesesuaian lahannya juga menggunakan metode Analytical Hierarchy Process AHP untuk memperoleh prioritas lokasi penentuan pengembangan kawasan perumahan. Hasil analisa kesesuaian lahan permukiman menunjukkan bahwa kawasan Surabaya Barat didominasi oleh tingkat kesesuaian lahan permukiman yang sesuai yaitu sebesar 9399.550 Ha 81.17 dari luas total kawasan Surabaya Barat sebesar 11580.131 Ha. Hasil analisa dari proses overlay dan buffer antara peta penentuan lokasi kawasan perumahan peta eksisitng Surabaya Barat tahun 2012 serta sarana dan prasarana adalah peta penentuan lokasi pengembangan perumahan dimana pembangunan perumahan dapat dilakukan di kecamatan Lakarsantri kecamatan Sambikerep dan kecamatan Sukomanunggal. Prioritas lokasi penentuan pengembangan kawasan perumahan memperlihatkan bahwa kecamatan Sukomanunggal menjadi prioritas pertama dengan bobot sebesar 1.32505 kecamatan Sambikerep menjadi prioritas kedua dengan bobot sebesar 0.89620 dan kecamatan Lakarsantri menjadi prioritas ketiga dengan bobot sebesar 0.77877.


ABSTRACT

Surabaya City is the one of major cities in Indonesia which has a highest dynamic and activity of the city that spurred the growth of an increasingly dense population. With the rapid growth of the population supply of land as a source for housing development into the needs of each individual are becoming increasingly limited. The transformation of urban land use conducted to meet the needs of the home for people should always pay attention to aspects of the construction site in accordance with spatial planning land suitability based on physical parameters and the policy of the local stakeholders to make a balanced environment and provision of efficient infrastructure. Planning housing development can using spatial analysis methods to determine location with the spatial planning and land suitability also using Analytical Hierarchy Proccess AHP to determine location of the priority development of the residential area. The result of residential land suitability analysis indicate the West Surabaya area is dominated by residential land suitability amounted 9399.550 hectares 81.17 of the total area of west Surabaya amounted 11580131 ha. The results of the analysis of the overlay and buffer between the residential area map eksisitng West Surabaya map in 2012 and infrastructure is determination of the location of residential development map which residential development can conducted in the district Lakarsantri district Sambikerep and district Sukomanunggal. Determination of the location priority of residential development district Sukomanunggal as the first priority with a weight amounted 1.32505 district Sambikerep as the second priority with a weight amounted 0.89620 and district Lakarsantri as the third priority with a weight amounted 0.77877.
