ABSTRAK

Pada era otonomi melalui Manajemen Berbasis SekolahMBS salah satu tugas penting dan fundamental dari perangkat manajemen lembaga sekolah adalah menyusun suatu perencanaan strategik yang komprehensif sistematis dan realistis. Implementasi MBS di dalam Lembaga Pendidikan Walisongo terbukti tidak berjalan sebagaimana yang diharapkan. Kendala utamanya adalah faktor pengetahuan dan kemampuan dari perangkat manajemen sekolah yang masih lemah tentang penyusunan paket perencanaan strategik ke dalam perencanaan yang lebih operasional. Dalam hal ini metode yang dapat digunakan dalam perbaikan manajemen sekolah adalah Balanced Scorecard. Balanced Scorecard mengangkat aspek-aspek penting yang diabaikan oleh pengukuran kinerja secara tradisional seperti aspek sumber daya manusia sistem yang digunakan dalam lembaga proses operasional dan aspek kepuasan pelanggan sehingga hasil pengukuran dengan Balanced Scorecard akan lebih akurat. Berdasarkan penyusunan sistem pengukuran kinerja dengan menggunakan metode balanced scorecard yang telah dilakukan maka dalam empat perspektif didapatkan 14 sasaran strategi Lembaga Pendidikan antara lain peningkatan kualitas pendidikan kepuasan pelanggan perluasan jaringan optimalisasi pendapatan efisiensi biaya operasional pemanfaatan investasi peningkatan inovasi dan riset pelayanan efisiensi waktu pelayanan pemberdayaan dan keselarasan SDM efektifitas pengajaran guru peningkatan kepuasan pegawai kelancaran informasi dan komunikasi peningkatan kompetensi pegawai dan pembinaan akhlaq pegawai.


ABSTRACT

In the era of outonomy through school based management one important and fundamental task of the institutions management school is preparing a comprehensive strategic planning systematic and realistic. Implementation of school based management in educational institutions of Walisongo proved does not run as expected. The main obstacles are the factors of knowledge and skills of school management tools that are still weak on the preparation of the package of strategic planning into a more operational planning. In this case the method can be used is the balanced scorecard. Balanced scorecard raised an important aspect that is ignored by the traditional performance measures such as aspects of human resources. System used in institutions operational process and aspects of customer satisfaction so that the measurement result with the balanced scorecard would be more accurate. Based on the preparation of the performance measurement system using the balanced scorecard that has been done then the four perspectives gained 14 educational institutions strategic targets including the increase in educational quality customer satisfaction network expansion revenue optimization operating cost efficiencies investment utilization increased innovation and research service the efficiency of service empowerment and alignment of human resources teaching effectiveness increased employee competence and employee moral development.
