ABSTRAK

Perencanaan dan pengendalian waktu merupakan salah satu indikator yang penting dalam mengukur kinerja proyek. Pada saat ini sebagian besar perencanaan masih menggunakan sistem deterministik sedangkan perencanaan yang memperhitungkan faktor ketidakpastian masih jarang dipergunakan. Demikian juga untuk proyek konstruksi insfrastruktur di Indonesia. Khusus untuk proyek pembangunan jalan tol Surabaya Mojokerto seksi IV saat ini konstruksi telah dilaksanakan dan lahan yang tersedia mencapai 80 . Adanya gangguan berupa ketersediaan lahan 20 lahan belum bebas serta timbulnya permasalahan yang tidak diprediksikan sebelumnya seperti kondisi cuaca ketersediaan quarry ketepatan suplai material produktifitas pekerja serta kondisi peralatan menyebabkan pengendalian proyek tidak dapat berjalan dengan baik sehingga pekerjaan konstruksi di seksi IV menjadi terlambat dan penyelesaian pekerjaan konstruksi menjadi tidak pasti uncertain. Dengan adanya ketidakpastian tersebut untuk memperhitungkan schedule jadwal dan biaya aktifitas proyek pada penelitian ini dipergunakan metode Fuzzy yaitu Fuzzy Project Schedulling dan Fuzzy Project Cash Flow karena metode fuzzy fuzzy logic ditujukan untuk menyelesaikan permasalahan dimana deskripsi aktivitas yang dilakukan bersifat tidak tepat imprecise samar-samar vogue dan tidak pasti uncertain. Metode pengumpulan data yang dipergunakan adalah Focus Group Discussion dengan responden pihak-pihak yang terlibat dalam proyek. Hasil penelitian yang didapat adalah waktu durasi penyelesaian aktifitas pekerjaan proyek yaitu pekerjaan timbunan durasi minimum pekerjaan adalah 299 hari dan durasi maksimum pekerjaan adalah 365 hari pekerjaan Wet Lean Concrete durasi minimum pekerjaan 240 hari dan durasi maksimum pekerjaan adalah 270 hari pekerjaan rigid pavement durasi minimum pekerjaan 186 dan durasi maksimum pekerjaan adalah 200 hari dan pekerjaan Bahu jalan durasi minimum pekerjaan 33 hari dan durasi maksimum pekerjaan adalah 77 hari. Estimasi biaya yang harus dikeluarkan oleh proyek apabila terdapat keterlambatan berdasakan atas durasi maksimum setiap aktifitas tersebut total biaya meningkat dari Rp. 269.472.298.52838 menjadi Rp. 338.387.101.68049.


ABSTRACT

Planning and control is the important indicators to measure project performance. Most of project planning still used a deterministic system while planning that takes occur the uncertainty still rarely used. Similarly the infrastructure construction projects in Indonesia especially for Surabaya - Mojokerto toll road construction projects section IV at this time the construction has been carried out while the land available is about 80. Disturbance in the form of land availability 20 of the land is not available also some issues that were not predicted in the begining such as weather conditions availability of quarry accuracy of material supply productivity of workers and equipment conditions could causing control project can not run well so construction work in section IV became late and the completion of the construction become uncertain. Because of this uncertainties conditions to calculate the schedule and cost of the project activities in this study used Fuzzy method that was called by Fuzzy Project scheduling and Project Cash Flow because fuzzy metodfuzzy logic is intended to solve the problems which the descriptions of activities undertaken are not appropriate imprecise vague and uncertain. Data collection methods used focus group discussions the respondent are the person who involved in the project. Research results are time duration of the the project activities completion such as the earthwork the minimum duration of employment was 299 days and the maximum duration is 365 days of work Wet Lean Concrete work the minimum duration of 240 days of work and the maximum duration is 270 days of work rigid pavement work the minimum duration of 186 jobs and the maximum duration is 200 days of work and the shoulders a minimum duration of 33 days of work and the maximum duration is 77 days work. Costs estimated to be incurred by the project if there are delays Based on the maximum duration each of these activities total expenses increased from Rp. 269472298528.38 to Rp. 338387101680.49.
