ANALISIS DAN MANAJEMEN RISIKO PEMBANGUNAN TOWER PADA PT. GAIA ENGINEERING DENGAN MENGGUNAKAN METODE HOUSE OF RISK

ABSTRAK

Komunikasi merupakan sarana utama dalam era digital ini. PT X sebagai salah satu penyedia layanan jasa telekomunikasi di Indonesia dituntut untuk melakukan peningkatan pelayanan. Salah satunya dengan melakukan peningkatan kapasitas jaringan. Penambahan jumlah tower merupakan salah satu langkah penting dalam melakukan peningkatan kualitas layanan. PT Gaia Engineering selaku sub contractor bertugas melaksanaan pembangunan 400 bangunan sipil tower yang tersebar di area Banten dan Tangerang Selatan. Proyek pembangunan tower ini awalnya diprediksi selama satu tahun dalam pelaksanaannya sering terjadi hambatan baik dari internal maupun eksternal. Hal ini menyebabkan terjadinya keterlambatan penyelesaian dan juga pembengkakan biaya. Keterlambatan penyelesaian mengakibatkan pelanggan tidak dapat melakukan aktivitas komunikasi. Dimana hal ini berakibat timbulnya profit loss yang cukup besar. Maka dari itu perlu dilakukan penelitian guna menganalisa perencanaan proyek. Pada analisa perencanaan ini akan dilakukan di dalamnya identifikasi dan analisa risiko proyek klasifikasi potential risk serta usulan tindakan pencegahan. Adapun usulan analisa dan penanganan risiko dilakukan melalui metode house of risk HOR dan dapat diidentifikasi beberapa risiko proyek risk event risk agent serta tindakan preventif proactive action. Tindakan preventif harus dilakukan berdasarkan prioritasnya sehingga peluang terjadinya risiko dalam proyek dapat diminimalisir hal ini tentu berdampak pada keberlangsungan proyek dapat selesai tepat waktu tidak terjadi pembengkakan biaya dan tujuan proyek dapat tercapai sesuai apa yang diharapkan. Berdasarkan hasil analisa penanganan risiko yang dilakukan melalui metode house of risk HOR dapat teridentifikasi 24 risiko proyek risk event 23 penyebab risiko risk agent dan 12 tindakan preventif proactive action. Tindakan preventif harus dilakukan berdasarkan skala prioritasnya sehingga peluang terjadinya risiko dalam proyek dapat diminimalisasi. Hal ini berdampak proyek dapat selesai tepat pada waktunya dan tidak muncul kerugianprofit loss. Serta tujuan proyek dapat tercapai sesuai dengan yang diharapkan.


ABSTRACT

Communication is the primary means in the digital age. PT X as one of the providers of telecommunications services in Indonesia are required to undertake service improvement. One of them with increasing network capacity. Increasing the number of tower is one important step in upgrading the quality of services. PT Gaia Engineering as a sub-contractor in charge of carrying out the construction of civil building 400 towers spread over an area of Banten and South Tangerang. The tower construction project for one year initially predicted frequent obstacles in the implementation of both internal and external. This led to delays in the completion and cost overruns. Delays in settlement could result in customer communication activities. Where does this cause a sizeable loss of profit. Therefore research needs to be done in order to analyze the project planning. In the analysis of this plan will be conducted in which the identification and analysis of project risk potential risk classification and proposed preventive measures. The proposed analysis and risk management is done via method house of risk HOR and can be identified several project risks risk event and the agent risk preventive measures proactive action. Preventive measures should be based on priority so that the chances of project risks can be minimized in this case would have an impact on the sustainability of the project can be completed on time no swelling and the cost of the project objectives can be achieved as what is expected. Based on the analysis risk management is done through house method of risk HOR can be identified 24 project risk risk event 23 causes of risk risk agent and 12 preventive actions proactive action. Preventive measures should be based on the priority scale so the chances of risk in the project can be minimized. This affected the project can be completed on time and does not appear the loss profit loss. As well as the project objectives can be achieved as expected.
