ABSTRAK

Program Bantuan Operasional Sekolah BOS yang dimulai sejak bulan Juli 2005 telah berperan besar dalam percepatan pencapaian program wajar belajar sembilan tahun. Secara umum program BOS bertujuan untuk meringankan beban masyarakat terhadap pembiayaan pendidikan dalam rangka wajib belajar 9 tahun yang bermutu. Penggunaan dana BOS tersebut juga harus berkontribusi besar untuk meningkatkan mutu pendidikan dasar. Penelitian ini bertujuan untuk mengetahui karakteristik SMP yang menerima dana BOS dan pendistribusian aliran dana BOS dengan metode analisis deskriptif dan untuk mengetahui kecenderungan pengelompokan kriteria dari variabel keefektifan penggunaan dana BOS pada SMP Negeri dan Swasta di wilayah Surabaya dengan metode analisis orespondensi. Penggunaan dana BOS berdasarkan hasil survey diketahui rata-rata digunakan untuk guru honorer sebesar 40.89 lain-lain membayar listrik air kesiswaan pelatihan guru sebesar 20.05 alat pembelajaran 15.73 dan buku sebesar 14.55. Dan secara keseluruhan pada variabel keefektifan penggunaan dana BOS dapat dikatakan bahwa BOS sangat berkontribusi besar di Sekolah Menengah Pertama yang berbasis Negeri karena mayoritas sekolah negeri memiliki jumlah murid yang lebih dari 651 siswa sehingga bisa mengurangi angka putus sekolah pada sekolah tinggkat pertama. Harapannya dengan adanya dana BOS ini tidak ada pungutan lagi untuk wali murid dan bertambah juga fasilitas-fasilitas pendukung untuk kegiatan belajar mengajar.


ABSTRACT

School Operational Assistance which started in July 2005 has played a major role in accelerating the achievement of nine years studying the fair program. In general the BOS program aims to ease the burden of financing public education in the context of nine-year compulsory education of quality. The use of BOS funds should also contribute greatly to improving the quality of basic education. This study aims to determine the Characteristics of junior high school that receives funds and distributing the flow of funds BOS with descriptive and analytical methods to determine the trend of grouping criterion variables on the effectiveness of the use of BOS funds and Private Junior High School in Surabaya area using correspondence analysis. The use of BOS funds based on survey results in mind the average used for part time teachers for 40.89 other paying the water mains student teacher training at 2005 15.73 of learning tools and book of 14.55. And overall effectiveness of the use of funds in the variable can be said that the BOS very significant contribution of secondary schoolbased First State because the majority of public schools have a total of more than 651 students so that students could reduce school dropout rates in the first tinggkat. The hope with the introduction of BOS there is no longer charges for the guardians of students and also increase support facilities for teaching and learning activities.
