Di dalam pembangunan suatu proyek, khususnya proyek peningkatan jalan perkerasan lentur Jalan Surabaya Gresik STA 0+000 – STA 0+350 diperlukan, perencanaan strategi pengendalian waktu dan biaya. Proyek Akhir ini membahas tentang Estimasi Biaya dan Waktu yang diperlukan untuk peningkatan suatu jalan dengan perkerasan lentur. Analisa yang dilakukan dalam proyek akhir ini adalah perhitungan volume pada tiap-tiap jenis pekerjaan, pehitungan kapasitas, biaya sewa peralatan, analisa harga satuan, dan kurva S, lintasan kritis dari program Ms. Project. Hasil yang diperoleh dari penelitian ini sebagai berikut : penjadwalan proyek; material yang dibutuhkan; tenaga kerja yang dibutuhkan; waktu yang dibutuhkan; dan kurva S serta jumlah yang diperlukan dalam pelaksanaan proyek adalah sebesar Rp. 22.989.167.332, 42, serta membutuhkan waktu untuk menyelesaikan pekerjaan selama 84 hari.
