KEPANJEN WESTERN RING ROAD PLANNING STA 0000 - 4232 MALANG REGENCY USING FLEXIBLE PAVEMENT

ABSTRAK

Kecamatan Kepanjen sejak ditetapkannya menjadi ibu kota Kabupaten Malang berdasarkan Peraturan Pemerintah Nomor 18 Tahun 2008 telah menjadi pusat Pemerintahan Kabupaten Malang sekaligus sebagai parameter bagi perkembangan ekonomi sosial budaya dan aspek kehidupan lainnya bagi wilayah Kabupaten Malang yang lainnya. Perkembangan Kota Kepanjen menjadi semakin nyata dengan diwujudkannya kantor pemerintahan terpadu Pemerintah Kabupaten Malang yang sekarang masih dalam tahap pembangunan dan telah berdirinya Stadion Kanjuruhan sebagai pusat kegiatan olah raga yang berkelas internasional. Akan tetapi wujud daripada pembangunan ini masih terasa timpang mengingat kedua ikon ini terletak di wilayah timur Kota Kepanjen sehingga diperlukan pemerataan pengembangan wilayah kota terutama sebelah barat kota. Pembangunan Jalan Lingkar Barat Kepanjen yang telah berlangsung sejak tahun 2009 hingga sekarang merupakan cara untuk membuka akses bagi pengembangan wilayah barat Kota Kepanjen. Dalam perencanaan jalan lingkar barat ini menggunakan acuan atau berpedoman pada Tata Cara Perencanaan Geometrik Jalan Antar Kota Nomor 038TBM1997 perencanaan tebal perkerasan jalan dengan berpedoman pada Petunjuk Perencanaan Tebal Perkerasan Lentur Jalan dengan Metode Analisa Komponen Bina Marga SKBI 2.3.26.1987 dan perencanaan saluran tepi jalan sesuai dengan cara SNI 03-3424-1994. Hasil yang ingin dicapai dari proses perencanaan dengan berpedoman pada metode perencanaan sebagaimana tersebut diatas adalah tercapainya tingkat pelayanan kapasitas jalan yang optimum meliputi pencapaian tingkat kecepatan dan kenyamanan berdasarkan perhitungan geometrik jalan tebal lapis perkerasan yang sesuai dengan umur rencana dan asumsi beban lalu lintas sampai dengan 10 tahun mendatang serta berfungsinya sistem drainase permukaan jalan yang maksimal sesuai dengan kebutuhan.


ABSTRACT

District of Kepanjen since the enactment of a capital city of Malang Regency base on Government Regulation No.18 of 2008 has become the center of Malang Regency Government as well as the parameter for the development of economic social cultural and other aspects of life for the rest of Malang Regency. City Developments Kepanjen became more pronounced with the accomplishment of a unified government offices Malang Regency Government that is still under construction and has been the establishment of a center Kanjuruhan Stadium sporting international class. However this form of development than it still feels lame considering both of these icons are located in the eastern city of Kepanjen necessitating equitable development of urban areas especially west of the city. Construction of Ring Road West Kepanjen that has lasted since 2009 until now is a great way to open access for developing the western region Kepanjen City. In the western ring road plan is to use a reference or based on Geometric Planning Procedures for Inter-City Road No. 038TBM1997 planning of road pavement thickness based on the Pavement Thickness Flexure Planning Tips Roads with the Highways Component Analysis Method SKBI 2.3.26.1987 and planning of the curb line in accordance with SNI 03-3424-1994 way. Results to be achieved from the planning process based on the planning method as mentioned above is the achievement level of service capacity of the road which include achieving optimum levels of speed and comfort based on the calculation of geometric roads pavement layer thickness corresponding to the age of the plan and the assumption of the traffic load of up to 10 coming year as well as the functioning of the road surface drainage system in accordance with the needs of the maximum.
