PEMILIHAN KONSEP DENGAN PENYEDERHANAAN METODA FUZZY ANALYTIC HIERARCHY PROCESS STUDI KASUS MANAJEMEN PERAWATAN KAPAL-KAPAL ANGKATAN LAUT

THE ELECTIONS CONCEPT WITH SIMPLIFIED FAHP METHOD CASE STUDY OF MAINTENANCE MANAGEMENT IN THE NAVY SHIPS

ABSTRAK

Pemilihan konsep merupakan suatu proses yang penuh dengan pertimbangan attributecriteria maupun altematif pilihan. Pada kegiatan ini diperlukan definisi ataupun karakteristik dari setiap altematif konsep dan kriteria secara jelas dan bebas independen. Konsep terpilih dapat menjadi petunjuk guidance dalam aplikasi lapangan. Responden atau aktor yang terlibat pemilihan ingin memberikan andil peran optimal dalam menentukan altematif konsep dengan memberikan kriteria prioritas pemilihan. Kriteria atau altematif yang ada dapat mengandung multi tafsir dari semua orang yang terlibat sehingga menunjukkan derajat kesamaran fuzziness yang tinggi. Kondisi ini memunculkan ide konsep penggunaan fuzzy logic dalam menentukan altematif yang menampung semua kriteria pada Angkatan Laut. Metoda pemilihan yang digunakan merupakan penyederhanaan simplified dari Fuzzy Analytic Hierarchy Process FAHP dari Feng Kong dan Hongyan Liu. Metoda Simplified FAHP SFAHP mempunyai harga yang lebih tajam dan tidak terlalu rinci bila dibandingkan metoda FAHP serta disesuaikan dengan altematif pemilihan konsep manajemen perawatan yaitu PMS Planned Maintenance System RCM Reliability Centered System RBM Risk Based Maintenance atau BM Breakdown Maintenance sedangkan kriteria pemilihan terbagi dalam beberapa sub bagian antara lain organisasi biaya keandalan ketersediaan berkelanjutan sustainability lingkungan urutan proses jumlah atau jenis kapal karakter SDM kondisi teknis jam operasi kebutuhan suku cadang serta usia kapal. Metoda ini mempunyai 4 skala linguistik yaitu sama penting sedikit lebih penting jelas lebih penting serta mutlak lebih penting sedangkan skala numerik sesuai Metoda FAHP Kong Liu yaitu 05 sampai 1. Pada akhir penelitian menyatakan bahwa konsep manajemen perawatan kapal-kapal Angkatan Laut yang terbaik adalah RCM Reliability Centered Maintenance.


ABSTRACT

The election of concept is a process that has a lot of alternatives and criteria. This activity is needed at definition or characteristic from an alternative concept and criteria clearly and independent. The elected of concept is able to become guidance in the organization. Each respondent or actor which is involved wants to give optimal contribution in determining alternatives by giving the criteria of the selection. Alternatives and criteria which are exist can contain of many interpretations from every person who is involved in this research so that may indicate high fuzziness. This condition gives an idea to use the fuzzy logic in determining alternatives that can accommodate all criteria that available in navy. The election method that is used is the simplified of fuzzy Analytic Hierarchy Process AHP from Feng Kong and Hongyan Liu. The Simplified FAHP method were modified according to the alternative selection that is PMS Planed Maintenance System RCM Reliability Centered System RBM Risk Based Maintenance or BM Breakdown Maintenance while the selection criteria divided in few sub unit for example organization cost reliability availability sustainability environment hierarchy process the sum or the type of ship character of human resources technical condition the operation hour the need of spare part and also age of the ship. The method has four linguistic scale which are equally important slightly important clearly important and strongly important. The numeric scale is similar with. FAHP Kong Liu method that is 05 until 1. At the end research explain that a maintenance management of concept for Navy Ships is the best RCM Reliability Centered Maintenance.
