Globalisasi ekonomi dan sistem perdagangan bebas secara analogi akan menghilangkan batas-batas antar negara. Kondisi ini menuntut bentuk kekuatan daya saing secara lokal hingga internasional. Untuk itu setiap galangan kapal secara akselerasi melakukan pengukuran terhadap rasionalisasi peningkatan produktivitas dan daya saing galangan. Penelitian non eksperimental ini mengusulkan sebuah model nonparametrik berupa regresi polinomial dan model lintasan. Hasil pengembangan 2 (dua) model nonparametrik, meliputi cubic spline with 2 knots dan Shipyard PLS Path Modeling. Bentuk persamaan cubic spline with 2 knots: (BP) = 6958,641 + 5866,252BP 1605,596BP2 + 143,917BP3 897,560(BP 4,25)3+ + 1322,863(BP 4,50)3+ . Sedangkan bentuk persamaan shipyard PLS path modeling: ProduktivitasBatam = 0,379aktivitas kerja + 0,185budaya + 0,355kebijakan + residu, ProduktivitasJawa = 0,307aktivitas kerja + 0,182budaya + 0,281kebijakan + residu, Daya saingBatam = 0,240produktivitas + 0,567kebijakan + residu, Daya saingJawa = 0,281produktivitas + 0,522kebijakan + residu.

The Economic globalization and free trade system would eliminate boundaries between countries. This condition required the strength of local and international competitiveness. For that each shipyard with acceleration has done a measurement productivity and shipyard competitiveness. The non experimental research proposed a development of two nonparametric models, involve: cubic spline with 2 knots and shipyard PLS path modeling. The shape of equation from cubic spline with 2 knots: (BP) = 6958,641 + 5866,252BP 1605,596BP2 + 143,917BP3 897,560(BP 4,25)3+ + 1322,863(BP 4,50)3+ . Whereas the shape of equation from shipyard PLS path modeling: ProductivityBatam = 0,379work activity + 0,185culture + 0,355policy + residuals, ProductivityJawa = 0,307work activity + 0,182culture + 0,281policy + residuals, CompetitivenessBatam = 0,240productivity + 0,567policye + residuals, CompetitivenessJawa = 0,281productivity + 0,522policy + residuals.
