STRATEGY OF CORRIDOR JIMBARAN DEVELOPMENT BASED ON THE SCENARIOS OF REGIONAL LAND-USE PLANNING OF SOUTHERN BALI

ABSTRAK

Pembangunan Bali terindikasi telah berjalan tidak terkendali dengan berbagai konsekuensi negatifnya seperti seringnya terjadi banjir polusi udara ataupun kemacetan-kemacetan. Namun pembangunan tidak mungkin dibatasi begitu saja karena sangat dibutuhkan untuk menunjang aktivitas pariwisata sebagai tulang punggung perekonomian Bali. Jalan Jimbaran sebagai satu-satunya penghubung wilayah Denpasar sekitarnya dengan wilayah Bukit di kaki pulau Bali kemacetannya sudah sangat krusial dan seringkali terjadi diluar jam-jam puncak. Pembangunan TGL Bali Selatan sebagai Wilayah Pengaruh WP jalan Jimbaran idealnya dapat berjalan lancar dengan bangkitan perjalanan terkontrol sesuai rencana. Namun skenario rencana Pembangunan Wilayah dengan bangkitan perjalanan yang terkontrol dan dapat diprediksi belum ada dan bagaimana kaitannya dengan perencanaan Tingkat Pelayanan koridor jalan Jimbaran belum jelas. Karena itu tujuan penelitian Disertasi ini untuk mendapatkan skenario pembangunan yang dapat dikontrol bangkitan perjalanannya sehingga Tingkat Pelayanan pada Koridor Jalan Jimbaran dapat direncanakan. Dalam penelitian ini pembangunan WP mengaplikasikan 3 variabel distribusi pembangunan perluasan zona dan pembangunan pada koridor antar-zona. Analisisnya dibagi 5 tipe 1 Pembangunan terkonsentrasi di Utara 2 Pembangunan terkonsentrasi di Selatan 3 Pembangunan merata diseluruh WP tanpa perluasan zona 4 Pembangunan merata dengan 10 perluasan area zona terbangun dan 5 Pembangunan merata dengan 20 perluasan zona. Pembangunan juga dianalisis terhadap adanya pembangunan pada koridor area frontage jalan secara series 0.0 5 10 15 20 25 dan 30 sehingga secara keseluruhan terdapat 33 simulasi skenario. Disisi lain variabel pembangunan zona lokal jalan Jimbaran meliputi tipejenis kegiatan skala luas kepadatan dan tata letak TGL. Sedangkan sistem manajemen jalan Jimbaran mengatur variabel median jalan dan jalan akses TGL. Dari pembahasan dapat disimpulkan bahwa skenario 1-F pembangunan terkonsentrasi di Utara WP dengan perluasan zona 25 menghasilkan prediksi bangkitan terkecil yaitu 29.548 orang-perjalananhari. Bangkitan hanya sedikit dipengaruhi oleh variabel pelebaran zona terbangun dan variabel pengembangan koridor tetapi sangat bergantung pada strategi distribusi dimana pembangunan TGL dan aktivitas penduduk akan dikonsentrasikan. Pengembangan koridor Jimbaran dapat diatur efisien melalui 4 konsep yaitu 1 Pemisahan arus lalulintas menerus-lokal. 2 Optimalisasi Pembangunan TGL campuran. 3 TSM untuk mengontrol distribusi bangkitan pada jaringan jalan dan 4 Variasi Tata Letak berbagai tipe TGL pada area frontage jalan. Pembangunan TGL campuran lt-2 direkomendasikan karena menciptakan kesempatan kerja terbesar yakni 836 orang seluruh 300.000m2 area frontage dapat dimanfaatkan serta bangkitan perjalanannya terakomodasi oleh fasilitas jaringan jalan Jimbaran eksisting sampai tahun 2030.


ABSTRACT

Development of Bali has walked out of control indicated by the various negative consequences. Negative impacts that emerged were very crucial including frequent floods air pollution or traffic jams. However development may not be limited simply because it is very necessary to support tourism activity as the backbone of Balis economy. In Southern Bali road of Jimbaran as the single link road connecting Denpasar and its surrounding areas and regional Bukits areas at the foot of Bali island has already very crucial congestions happen not only at peak-hours but also outside of these hours. Regional Development in South of Bali ideally be able to run smoothly with a controlled generated-trips so the level of service of roads particularly at Jimbaran Road remains be planned. However Regional Development scenarios with a controlled trip generation has not exist yet and how its relation to the level of service of Jimbaran corridors is still unclear. Therefore the purpose of the research is to determine the regional and local-zone development scenarios that can be controlled its generated trips so the road Level Of Service LOS at Corridor Jimbaran possibly be planned. In this research the development of region of influence applying 3 variables i.e. the distribution of development expansion of zones built areas and development of inter-zonal corridor. The analysis was divided into 5 types 1 Development concentrated in the North of region of influence 2 Development concentrated in the South 3 The development evenly throughout the region of influence without expansion of the zone 4 Development with 10 expansion of zones built areas and 5 Development evenly with 20 expansion of the zones built areas. Development also analyzed for the presence of the development on corridors inter-zonal corridor in series 0.0 5 10 15 20 25 and 30 so that there are 33 simulation scenarios. On the other hand the variables of development of local zone of Jimbaran covering the type of activity scale density and juxtaposition of land-uses. Meanwhile traffic system management TSM of Jimbaran road set variables of medians and access roads to the frontage activities. From the analysis it can be concluded that the scenario of 1-F development is concentrated in the North of region of influence with the expansion zones size 25 producing the smallest trip generation which is 29.548 persontripsday. Traffic generated is slightly affected by variable of spread zones size and variable of inter-zonal corridor development but is very dependent on the distribution strategy in which development and activities of residents will be concentrated. The development of Jimbaran corridor maybe organized efficiently through 4 concepts namely 1 Separation of through and terminating traffic. 2 Optimizing the mixed-use Development. 3 TSM to control the distribution of generated traffic on the road network and 4 Juxtaposition of land-uses along the frontage areas. Development of mixed-uses with 2-storey buildings may be recommended because it creates the greatest employment opportunities i.e. 836 job-persons the frontage areas of 300.000m2 can be utilized entirely and the generated trips accommodated by existing facilities Jimbaran road until the horizon-year 2030.
