The development of sea wave power plant technology in Indonesia is do needed due to huge practical potential of wave energy in Indonesia as which has been ratified by the Indonesian Ocean Energy Association INOCEANASELI as large as 1200 MW. Also according to UU No.172007 the utilization of ocean energy in Indonesia has been targeted to be realized in the period of 2009-2014. Development of wave power plant technology could be used to solve especially the problem of electricity deficit in most small group of islands in Indonesia. Hopefully this effort could improve Indonesia to be an independent and advance largest archipelago country. This paper presents the development of Wave Power Plant Technology with Pendulum System PLTGL-SB of 20 kW in Indonesia. The sustainable cooperation research has been conducting among ITS Institutions of Research and Development and industry to produce a pontoon with optimal design with eight square-shaped for PLTGL-SB with installed capacity of 1000 Watts. Further through a cooperation scheme of ITS-LIPI-PLN the development of PLTGL-SB has been done to increase the capacity to be 3500 W which is based on existing generators that had been produced by LIPI. Currently by financial support from the Ministry of Research and Technology a scaling-up process of the turbine up to 20 kW is being performed using a tripod pontoon. This PLTGL-SB 20 kW is expected to be a solution to the area of small islands with limited access of electricity. Furthermore this effort inline with and contributive the a road map for the wave energy sector in the Buku Putih Energi 2005 - 2025 which states that during 2011-2015 in Indonesia could be generated wave energy conversion system up to 320 kW.
