PENGOPTIMALAN PENANGKAPAN IKAN PADA KAPAL TUNA LONGLINER DENGAN DUKUNGAN SISTEM SATELIT

ABSTRAK

Sumber daya perikanan laut harus di eksploitasi secara maksimal dan rasional. Untuk itu diperlukan strategi penangkapan ikan secara modern dengan melibatkan sistem navigasi dan komunikasi berbasis satelit. Sistem satelit seperti apa yang mampu mengintegrasikan teknologi penangkapan dengan aspek pengelolaan sumber daya perikanan laut sehingga berdaya guna tinggi berpola kerja efektif dan efisien serta distribusi hasil secara adil dan merata. Aspek-aspek tersebut diimplementasikan dalam sebuah struktur pemodelan atau metode teknis berbasis System Engineering Method. Sehingga dapat disimulasikan seberapa jauh efektifitas dan efisiensi penggunaan sistem satelit tersebut didalam mengoptimalkan operasional kapal tuna longliner di perairan laut tertentu. Penelitian ini mengambil data berdasarkan studi kasus di perairan utara Kabupaten Tuban Propinsi Jawa Timur. Hasil penelitian diharapkan dapat menjadi tambahan wacana bagi berbagai pihak terkait yang memiliki kewenangan pemerintah dan ketertarikan pemerintah danatau swasta dalam mengembangkan sumber daya perikanan laut di wilayahnya. Adapun produk penelitian yang berupa konsep manajemen cukup fleksibel untuk dapat diaplikasikan di wilayah kerja manapun.


ABSTRACT

Marine resources including fishery must be exploited as much as possible in rational way. Therefore a modern strategic in fishery management urgently in demand one example is using satellite-based navigation and communication systems. What kind of satellite system has capability of integrating a fishing technology with marine resources management system in order to achieve higher productivity higher efficiency in processing stages and fairness in products distribution. Those aspects are implemented in a structure model or method called as System Engineering Method SEM. The method can help user to simulate the efficiency of satellite in optimizing the operational tuna long-liner in a certain area of fishing-ground. The research has been conducted based on case study held in the northern area of Kabupaten Tuban Jawa Timur. Hopefully the results could be useful literature for improving marine resources. The concept of management should be applicable in any working territorial.
