ABSTRAK

Dalam tujuan optimalisasi pengembangan wilayah Madura Badan Pengembangan Wilayah Surabaya Madura BPWS mempunyai rencana induk untuk lima tahun ke depan yaitu teralirinya 600 MW listrik di Wilayah Madura sebagai penunjang perekonomian. Pihak BPWS memperhatikan faktor-faktor kualitatif dan kuantitatif berdasarkan kriteria-kriteria dalam pemilihan energi terbarukan dan lokasi yang terbaik untuk wilayah Madura. Dalam tugas akhir ini terdapat dua tujuan yang dicapai pertama menentukan energi terbarukan yang terbaik untuk Madura dengan metode Fuzzy Analytic Hierarchy Process dan VIKOR. Kedua menentukan lokasi produksi energi terbarukan di Madura menggunakan pendekatan yang sama. Dalam metode Fuzzy AHP dan VIKOR bobot kriteria seleksi yang ditentukan berdasarkan pada perbandingan matriks AHP. Dalam pengambilan keputusan masalah energi para ahli relatif sulit untuk memberikan nilai yang tepat untuk kriteria sehingga dinyatakan dalam variabel linguistik. Dari perhitugan fuzzy AHP dan VIKOR diperoleh bahwa energi tenaga surya adalah pilihan energi terbarukan yang paling tepat dan kabupaten Sumenep adalah lokasi terbaik diantara alternatif untuk membangun pembangkit energi tenaga surya di Madura.


ABSTRACT

Indonesian government forms BPWS as department to accelerate the development of Suramadu bridge area especially Madura Island side. BPWS have a plan for supporting that ideas. The BPWS plan is supplying 600 MW of electricity to Madura Island for supporting the economic activity on the island. This project will focused on two purposes. First to determine the best renewable energy source for madura island using Fuzzy AHP and VIKOR. The second is to determine the best location in a few region on Madura island for developing a power plant with selected renewable energy source using the same method. In the proposed VIKOR-AHP methodology the weights of the selection criteria are determined by pairwise comparison matrices of AHP. In energy decision making problems the judgments of decision makers are usually vague. As it is relatively difficult for decision makers to provide exact values for the criteria the evaluation data for the altenative energy policies should be expressed in linguistics terms.The calculation of Fuzzy AHP and VIKOR shows that the sun energy is the best choice among the renewable energy source selection and Sumenep district is the ideal location for development of sun energy power plant in Madura Island.
