PENINGKATAN KEANDALAN JARINGAN DISTRIBUSI PRIMER PADA PT. PLN PERSERO CABANG PADANG

ABSTRAK

Kota Padang yang memiliki luas wilayah 695 km dan berpenduduk sebanyak 846.731 jiwa merupakan suatu daerah yang sebagian besar penduduknya telah memanfaatkan energi listrik dibuktikan dengan angka Rasio Elektrifikasi RE pada tahun 2011 yang telah mencapai angka 9284. Berdasarkan data komposisi pelanggan tahun 2011 jumlah daya yang tersambung sebesar 39914 MVA dengan 178.245 jumlah pelanggan. Gangguan pada penyulang dikota ini dikelompokkan menjadi dua jenis yakni Over Current arus lebih atau OC dan Ground Fault gangguan ketanah atau GF sepanjang bulan Januari 2011 hingga Desember 2011 terdapat gangguan OC sebanyak 192 kali dan GF sebesar 346 kali. Upaya peningkatan keandalan di kota ini dapat dengan melakukan tindakan seperti merencanakan infrastruktur pendukung SCADA menggunakan fuse cut out yang dapat memproteksi gangguan arus lebih pemasangan rele jarak pada jaringan dan perbaikkan koordinasi rele proteksi yang mana pada peyulang ini di fokuskan pada Over Current Relay OCR dan Ground Fault Relay GFR. Keandalan suatu sistem distribusi dilihat dari indeks keandalan yang umum digunakan yakni SAIFI System Average Interruption Frequency Index SAIDI System Average Interruption Duration Index dan CAIDI Customer Average Interruptio Duration Index. Berdasarkan hasil perhitungan untuk perbaikkan gangguan mendapatkan hasil peningkatan sebesar 8299 untuk OC dan 1146 untuk GF sedangkan indeks dari sisi pelanggan didapat penurunan sekitar 8294 nilai ini merupakan hasil perhitungan dan perbandingan antara tahun 2011 dan 2012.


ABSTRACT

Padang city which has an area 695 km2 and a population of 846.731 people which means most of the population have used electrical energy evidenced by Ratio Electrification RE in 2011 which has reached 9284. Based on composition of customers in 2011 the numbers of power connected is 39914MVA with 178.245 customers. The interruptions with feeders in this city consists of two types over current and ground fault. Throughout the January 2011 to December 2011 there were 192 times caused OC and 346 times caused GF. To improve the reliability in this city can perform such actions supporting SCADA infrastructure planning using cut-out fuse to protection interruption of over current installation of distance relay on the network distribution and coordination protection relay which in this feeders focus on Over Current Relay OCR and Ground Fault Relay GFR. Reliability in a distribution system can be seen from the reliability index commonly used is System Average Interruption Frequency Index SAIFI System Average Interruption Duration Index SAIDI and Customer Average Interruption Duration Index CAIDI. Based on result of the fault repaired calculation get an increase of 8299 for over current and 1146 for ground fault while the reduction numbers of reliability index of customers about 8294 this value is the result calculation and ratio between 2011 and 2012.
