SAFETY AND HEALTH SYSTEM IMPROVEMENT IN SMALL AND MEDIUM ENTERPRISE SME USING JOB HAZARD ANALYSIS AND HUMAN ERROR ASSESSMENT AND REDUCTION TECHNIQUE

ABSTRAK
Usaha Kecil Menengah UKM adalah salah satu sektor yang sangat berpengaruh dalam perekonomian Indonesia karena berperan sebagai penopang pertumbuhan ekonomi dan penyedia lapangan pekerjaan bagi masyarakat. Namun di sisi lain jumlah kecelakaan kerja pada sektor UKM ini juga sangat besar. Mengingat pentingnya peran tersebut dan banyaknya kecelakaan kerja yang terjadi pada UKM maka perlu dilakukan perbaikan dalam aspek keselamatan dan kesehatan kerja K3 terutama pada industri manufaktur padat karya yang memiliki risiko tinggi seperti industri mebel.
Dalam penelitian ini dilakukan identifikasi hazard pada pekerjaan yang ada pada UKM mebel dengan metode job hazard analysis dan pengukuran risiko human error pada karyawan menggunakan metode human error assessment and reduction technique HEART. Selanjutnya hazard yang telah teridentifikasi diprioritaskan menggunakan risk analysis dengan memperhitungkan bobot masing-masing hazard dengan metode entropi dan juga mempertimbangkan risiko human error. Sehingga diperoleh prioritas pekerjaan berdasarkan hazard dari hasil risk analysis dan juga mempertimbangkan risiko human error. Prioritas tersebut digunakan sebagai dasar dari pengajuan alternatif perbaikan bagi pekerjaan yang berada pada prioritas tinggi.
Hasil dari penelitian ini adalah alternatif perbaikan bagi pekerjaan-pekerjaan yang berada pada prioritas tinggi berdasarkan hazard dan human error yaitu penyatuan komponen assembly akhir finishing penggergajian kayu penghalusan papan perataan papan dan pemotongan papan Dengan adanya alternatif perbaikan ini akan meminimalisir terjadinya kecelakaan kerja pada karyawan atau pekerja.
ABSTRACT
Small and Medium Enterprises SME sector is one of the very influential
role in the Indonesian economy because its role as cantilever of economic growth
and provider of jobs for society. However the number of occupational accidents
in the SME sector is also very large. Considering the importance of the role and
the number of workplace accidents that occur in SMEs there should be
improvements in the safety and health aspects especially in labor-intensive
manufacturing industries that have a high risk such as furniture industries.
In this research hazards are identified by using job hazard analysis .Then
human error probability is measured by human error assessment and reduction
technique HEART method. Further hazards that have been identified are
prioritized using risk analysis by taking into account the weight of each hazard
with entropy method and also consider the risk of human error. Finally priority
of jobs is choosen based on hazard risk analysis results as well as the risk of
human error. The highest priorities jobs are used as the basis of improvement
alternatives. The highest priority jobs are the assembly of components final
assembly finishing sawing wood smoothing board flattening boards and cutting
boards.
The results of this research is improvement alternatives suggestons for the
highest priority jobs. This improvement alternatives will minimize the occurrence
of workplace accidents to the workers.
