ABSTRAK

Bencana merupakan suatu kejadian yang sulit diprediksi dan dapat terjadi secara tiba-tiba. Penyebab bencana tersebut sangat bervariasi dikarenakan faktor alam dan ulah manusia. Dampak dari bencana akan mengakibatkan kerusakan dalam skala besar secara fisik dan psikis dan mengancam nyawa manusia dalam jumlah banyak dalam kerugian tertentu. Dalam upaya penanganan bencana kecepatan bertindak merupakan faktor penting dalam kegiatan penyelamatan dan mengurangi penderitaan akibat bencana. Penelitian ini akan memfokuskan pada bencana gempa bumi yang telah terjadi di propinsi Daerah Istimewa Yogyakarta. Dan akan dilakukan penentuan lokasi posko dan pusat posko dengan mempertimbangkan empat faktor yaitu adanya ketersediaan bangunan lahan kosong atau ruang terbuka hijau kemudahan akses aksesbilitas ke daerah bencana kecepatan respon dan banyaknya korban berdasarkan jumlah penduduk. Metode yang digunakan adalah set covering problem dan maximum covering problem untuk menentukan jumlah dan lokasi posko dan p-center problem untuk menentukan pusat posko. Dari hasil penelitian didapatkan bahwa jumlah posko yang optimal dengan radius 10km sebanyak 14 posko dengan pusat penempatan bantuan berada di Srandakan Bantul Minggir Sleman Wates Kulon Progo Paliyan Gunung Kidul dan Kraton Yogyakarta. Jumlah posko yang didirikan dengan radius 5km sebanyak 37 posko dengan pusat penempatan bantuan berada di Pandak Bantul Gamping Sleman Kalibawang Kulon Progo Semanu Gunung Kidul dan Kraton Yogyakarta.


ABSTRACT

Disaster is an unpredictable accident and can be happen suddenly. The cause of disaster is very complex caused by nature factor and human manner. The impact of a disaster will cause a major damage physically and mentally and could threatening human life at some cases. In effort of taking care and handling disaster fast action is an important factor in rescuing and reducing the suffer caused by the disaster. This research will focusing in the earthquake disaster that happen at Daerah Istimewa Yogyakarta Province. Therefore researcher will make an act of determining a post and a central post by considering 4 factor which is the availability of an structure free space or open green field access ability to the disaster location quickness of the respond and by the number of victim based on number of civilian. The method that used in this research is set covering problem and maximum covering problem to determine the number and the location of a post and p-center problem to determine the central post. From the research obtained that the optimal number of post within 10 km radius is 14 post with the central of the post is at Srandakan Bantul Minggir Sleman Wates Kulon Progo Paliyan Gunung Kidul and Kraton Yogyakarta.
