Description:
Jaringan Jalan Propinsi yang melalui Kabupaten Jombang
memiliki peranan yang sangat penting sebagai penghubung antar kabupatenkabupaten
di Propinsi Jawa Timur dan Propinsi Jawa Tengah. Jalan tersebut
merupakan salah satu bagian dari Jalan Trans Jawa Bagian Selatan (Jalur Sisi
Selatan), yang juga berfungsi sebagai pendukung aktivitas pertumbuhan
ekonomi regional. Sehubungan dengan itu, maka dibangunlah Jalan Lingkar
Mojoagung-Jombang yang tujuannya adalah sebagai salah satu sarana
pengembangan wilayah regional yang berdampak pada peningkatan aktivitas
perekonomian masyarakat sekitar, serta untuk memberikan akses yang lebih
baik kepada pengguna jalan.
Tugas Akhir ini akan menganalisa kelayakan pembangunan jalan
lingkar tersebut, yang mana akan digunakan analisa perhitungan Biaya
Operasional Kendaraan, Penghematan Nilai Waktu dan analisa tingkat kinerja
jalan berupa nilai derajat kejenuhan (DS) untuk membandingkan antara
manfaat yang akan didapatkan dengan adanya jalan lingkar dengan biaya
investasi jalan tersebut.
Dari hasil trip assignment diketahui bahwa kendaraan yang akan
masuk ke jalan lingkar pada arah satu (Jombang ke Mojoagung) sebesar
49.41% dan yang melewati jalan lingkar arah dua (Mojoagung-Jombang),
Dengan adanya rencana pembangunan jalan lingkar pada ruas tersebut, serta
dari hasil analisa lalu lintas pada jalan eksisting yaitu Jalan Propinsi
Mojoagung-Jombang (sebelum pembukaan jalan lingkar), pada tahun 2007
pada arah satu didapatkan nilai derajat kejenuhan (DS) sebesar 0.440 dan pada
tahun 2017 didapatkan nilai DS sebesar 0.617. Sedangkan pada tahun 2007
untuk arah dua didapatkan nilai DS sebesar 0.461 dan pada tahun 2017
sebesar 0.626. Dari hasil analisa ini menunjukkan bahwa kinerja jalan eksisting
masih cukup baik sampai 10 tahun ke depan atau selama umur rencana.
Sedangkan dari hasil analisa ekonomi dengan suku bunga 8.25%
didapatkan nilai BCR sebesar 2.943, nilai NPV sebesar Rp.94,789,525,181.37,-
dan nilai EIRR sebesar 63,135099%. Dari hasil analisa sensitivitas dengan
empat macam skenario yang digunakan didapatkan nilai BCR yang lebih besar
dari 1 dan nilai NPV yang lebih besar dari 0 untuk keempat skenario yang
digunakan. Hal ini berarti, rencana pembangunan jalan lingkar tersebut layak
secara ekonomi, namun belum layak bila ditinjau dari aspek lalu lintas.

The Provincial Arterial Road Network that exist in Jombang
plays significant role to connect amongs regencies within the East Java
Province and Central Java Province. One of the road in the network is the
Mojoagung-Jombang Provincial Road which is a part of Southern Trans Java
Road. In order to give other alternative to road users, the local government pal
to build a new road, in this case is Mojoagung-Jombang Ring Road. One of the
purpose of constructing this new road link is to more stimulate the economic
activities of people nearby, as well as provide better acces to road users in
general.
This Final Project will analyze the feasibility of the construction
of this new road link. The analysis will use the vehicle operating cost and time
value saving method to compensate the construction cost expended at the
beginning of time of analysis. The traffic performance indicator will be used to
measure the fasibility of this project.
The results from the traffic assignment analysis show that
percentage of vehicle which choosing to passing through the ring road on first
direction (Jombang to Mojoagung) is 49.41% and for the second direction
(Mojoagung to Jombang) is 49.46% The results of the the traffic performance
point of view show that, the construction of this road may be assumed not
feasible since the value of Degree Saturation (DS) of the existing road (do
nothing scenario) on the year of 2007 on first direction is 0.440 and in 2017 is
0.617. While for the existing road on second direction, the value of Degree of
Saturation (DS) is 0.461 and in 2017 the DS value only founded at 0.626. This
results show to us that the performance of existing road is still good enough
until ten years later or as long as road life time.
How ever, from the economical point of view with 8.25% of
interest, the BCR value shows good number which is 2.943, and NPV number
also give an excellent results which is Rp.94,789,525,181.37,- Furthermore, the
EIRR value indicate the investment will be feasible since it shows 63,135099%..
While from the analysist of sensitivity based on four kind of scenario that used
on this analysis show that the value of BCR are bigger than 1 and the value of
NPV is bigger than 0 for each kind of scenario. This results is indicate that the
ring road is feasible from the economic point of view, but its not feasible from
the traffic point of view
