TRAFFIC MANAGEMENT AT THE INTERSECTION OF MENUR PUMPUNGAN STREET WITH MANYAR INDAH RAYA STREET AND MANYAR TIRTOYOSO STREET SURABAYA

ABSTRAK

Bertambahnya sarana transportasi yang tidak didukung dengan prasarana transportasi yang memadai akan mengakibatkan terhambatnya pergerakan lalu lintas pada suatu daerah seperti halnya prasarana jalan pada persimpangan Jl. Menur Pumpungan dengan Jl. Manyar Indah Raya dan Jl. Manyar Tirtoyoso yang lalu lintasnya sangat padat. Hal ini menjadi salah satu indikator kinerja lalu lintas yang tidak layak terutama pada jam-jam sibuk. Persimpangan tersebut memiliki 4 empat kaki persimpangan dengan kondisi kemacetan yang berbeda. Konflik sering terjadi akibat jalinan kendaraan di Jl. Menur Pumpungan bertemu dengan kendaraan dari arah Jl. Manyar Tirtoyoso menuju Jl. Manyar Indah Raya dan kendaraan dari arah Jl. Manyar Indah Raya menuju ke Jl. Manyar Tirtoyoso. Akibatnya timbul suatu antrian kendaraan yang keluar masuk persimpangan sehingga perlu dilakukan kajian manajemen lalu lintas pada persimpangan tersebut. Dalam kajian ini parameter lalu lintas diukur berdasarkan teori Manual Kapasitas Jalan Indonesia MKJI. Untuk mendapatkan data lalu lintas di persimpangan dilakukan survei lalu lintas. Data survei dikumpulkan langsung di lokasi pengamatan dengan mencatat banyaknya kendaraan yang melewati persimpangan dan dibagi atas 2 dua waktu yaitu pagi dan sore hari. Kendaraan yang dimaksud dikategorikan atas 3 tiga jenis kendaraan yaitu kendaraan ringan LV kendaraan berat HV dan sepeda motor MC. Setelah dilakukan analisa kinerja persimpangan dengan menggunakan simpang tak bersinyal pada kondisi saat ini geometrik yang ada sudah tidak dapat melayani kendaraan yang lewat pada saat jam-jam sibuk yaitu dengan DS Degree of Saturation sebesar 137. Analisa jalinan tunggal juga menghasilkan DS maksimum sebesar 112. Ini berarti kondisi persimpangan sudah lewat jenuh dengan DS 075. Dalam Tugas Akhir ini dipilih alternatif perbaikan dengan Simpang Bersinyal 3 Fase dengan pelebaran pendekat Timur Barat dan Selatan masing-masing sebesar 3 m dan memaksimumkan waktu siklus sebesar 100 detik sehingga diperoleh derajat kejenuhan DS maksimum sebesar 068 pada tahun 2010 berarti DS 075 dengan tundaan simpang rata-rata 3454 detsmp dan panjang antrian maksimum 1472 m serta tingkat pelayanan jalan klasifikasi D. Analisa dengan Simpang Bersinyal Terkoordinasi juga memberikan hasil yang layak yaitu dengan DS sebesar 076 untuk Simpang Empat 4 Fase dan 079 untuk Simpang Tiga 2 Fase pada tahun 2010.


ABSTRACT

Increasing of vehicles which is not supported by the suplemented infrastructure will cause traffic movement conflict in a district like an intersection of Menur Pumpungan Street with Manyar Indah Raya Street and Manyar Tirtoyoso Street which the traffic is so crowded. This could be an indicator of unsuitable traffic performance specially at peak hour. This intersection has four intersections leg with different traffic jam conditions. Conflict often caused by weaving among vehicles in Menur Pumpungan Street with vehicles from Manyar Tirtoyoso Street to Manyar Indah Raya Street and vehicles from Manyar Indah Raya Street to Manyar Tirtoyoso Street. The result is a queue of vehicle around the intersection so it needs to do a traffic management investigation at this intersection. For investigation the traffic parameter measured by Manual Kapasitas Jalan Indonesia MKJI theory. Traffic survey is doing in the way to get the traffic data at the intersection. Surveys data was collected directly at the location of observation by recording number of vehicle accross the intersection and was devided in two times in the morning and in the afternoon. The vehicle was categorized in three types those are Light Vehicle LV Heavy Vehicle HV and Motorcycle MC. After doing an analysis of intersection performance by using unsignalized intersection at present conditions existing geometric has already unable to serve vehicles which across at peak hour with DS Degree of Saturation about 137. Single weaving analysis also produce maximum DS about 112. It means that condition of intersection has been saturated with DS 075. Improvement alternatives are three-phase signalized intersection with East West and South approach widening in amount of 3 metres each side and maximize cycle time in amount of 100 seconds so it gets maximum DS about 068 in 2010 it means DS less than 075 with average delay of cross roads about 3454 secsmp and maximum length of queue 1472 m and also level of service is classified in D. Analysis by using coordinated signalized also give a good result with DS about 076 for fourphase of four leg intersection and 079 for two-phase of three leg intersection in 2010.
